COUNTY AVERAGE IN SOCIAL WELFARE
"Plain long division" produced the sum of $68.11 average aid per person paid in Orange county to the people on the needy aged rolls for June, California Taxpayers' association said today.
The $386,987 total paid to the people on the rolls was divided by the 5,682 people on the rolls for the month to arrive at the $68.11 average tid per person, the association explained.
The same long division produces the $69.00 state-wide average paid per person for June, the $18,762,882 total payment for the month divided by the 271,916 people on the aged aid rolls throughout California.
Under present law, some people on the rolls get the full $80 "basic needs," while others get a lesser amount, depending on their needs and any outside income they may have.
The most recent study of the State Department of Social Welfare showed that 38 per cent of the people on the aged aid rolls in California have no regular outside income and so get the full $80 of "basic needs."
The same study showed that 62 per cent of the people on the aged aid rolls had some outside income Such outside income could come from relatives, as Federal OASI benefits, as rent, in some form of retirement income, or from investments.
Data are not reported on how many in the group with outside income got the full $80 toward meeting their "budget of needs."
Under present law and the "budget of needs" provisions, the recipient's budget is built up to cover such "needs"—including special needs—and outside income is deducted from the budget total, not from the $80 "basic needs" payment, the Taxpayers' association pointed out.
