Long Range Planning Program for Bigger Better Anaheim is Goal of City Planners
The unprecedented growth of Anaheim and Orange county has brought numerous problems to the Planning Commission, city officials and members of the Chamber of Commerce. Innumerable challenges in the residential growth of this city along with the fast expanding industrial growth has brought city planning to feverish pitch in order to meet the rapid expansion now in progress.
"Obviously the north Anaheim limits," according to reports of the Anaheim Chamber of Commerce, "is established for all time by the agreement executed between Anaheim and Fullerton; on the east by the Santa Ana river, and northeasterly by the interests of the city of Placentia and perhaps influenced by the newly located state highway No. 14 (a freeway); on the south by a line running parallel somewhere south of Katella road determined by the city of Anaheim's ability to service the area by an interceptor sewer later on Katella road; and on the west, Dale road or east of Dale depending on city ability to serve the area by gravity flow sewers west of the Magnolia Trunk sewer line."
"Thus, the area of greater Anaheim will approximate 22 square miles or 14,000 acres. Within the city of the future a potential population of 100,000 can reside in comparative freedom from the evils of congestion and the attendant social problems. An ultimate low density of eight to nine per capita average per acre is a probability. This will, when the entire area is saturated with improvements, include an adequate industrial and commercial district plants now in the process of construction may well increase industrial work forces to 5000. Industrial expansion is being explored to replace the rapidly dwindling citrus crops which affected the payrolls of this area.
Along with the industrial growth, the demand for adequate, healthy, decent housing facilities of all types has become a problem. To keep within a well-balanced city, the planning commission has set up several rules by which all developers must abide. To protect property values, certain floor spaces for homes must be built in certain areas, thus keeping the homes in the approximate price range in order to establish a balanced neighborhood. City planners insist small houses shall be attractively designed and soundly constructed.

Government Seek Citizens Speaking Foreign Tongues
The U. S. Information agency moving to strengthen the Government's overseas information program to combat Communist aganda, today issued a call qualified volunteers with an eign language experience from Los Angeles region to take positions in its international broadening service, the Voice of America.
The agency is sending a special recruitment team to Los Angeles interview candidates with professional foreign language expertise in writing, editing or radio production.
Experience may have been required as an accredited foreign language overseas correspondent for a newspaper, as a foreign language staff writer for a newspaper or magazine, with radio or similar positions.
Paul Conroy will head the formation Agency's team we will be at the Hotel Ambassador from August 25 to September inclusive, to interview applicants weekdays from 10 a.m. to 7 p.m. and on Saturday from 9 am to 1 p.m.

The past year has seen a large acreage annexed to the city with hundreds of homes either finished and occupied or in the process of being built, excluding all those plans now on the drawing boards of various developers. Not only are the future homes of major importance in the planning program, but the problems of streets, roads, highways, various utilities and many other problems that arise.
Included in the annexation programs is the maximum assurance of the most economic, judicious and orderly use of the agricultural lands in the path of the growing city.
Safeguarding the valuation of property is of prime importance with the safety, health, welfare and prosperity of the citizens by the segregation of industry, of dwellings, of commercial buildings, of schools and churches into a harmonious, integrated community of functional balance.
Industrial sections are planned for the north central portion of the city, that portion that lies along the Santa Fe right-of-way north from La Palma avenue to Fullerton city limits, Raymond avenue eastward to Cypress between Houston and Orangethorpe, and west of Union Pacific right-of-way to Lemon street.
All lands desirable for industry in the West Anaheim district along the Southern Pacific tracks are in the long range program.
Another industrial section is slated for the southeast portion of Anaheim south along the South-

The organization of the Orange County Sanitation districts and the financing and construction of the 7000-foot ocean outfall, the modernization of the sewer plant near the mouth of the Santa Ana river and the completion of the construction of Magnolia trunk sewer from Orangethorpe avenue to the ocean outfall fortunately occurred simultaneously with the current upsurge in Orange county's fantastic growth.
Due to the Magnolia trunk, Anaheim can now expand its sewer facilities to the west. There remains only a portion of the area east of Placentia avenue to the Santa Ana river dependent on the construction of a trunk sewer. Anaheim's forseeable city expansion is limited necessarily by the fall of the land westward from the Magnolia sewer. The Katella interceptor proposed as Anaheim's most southerly trunk sewer line, will restrict Anaheim growth to an area slightly south of Katella thus keeping the homes in the approximate price range in order to establish a balanced neighborhood. All lands desirable for industry in the West Anaheim district along the Southern Pacific tracks are in the long range program.
Another industrial section is slated for the southeast portion of Anaheim south along the Southern Pacific railroad and Santa Fe rights-of-way, east of Raymond, west of Southern Pacific tracks, also south of Ball road between Santa Ana river and Highway 101, bounded on north by Ball road and on the south by the Santa Ana Freeway and Santa Ana river. Here is Central Orange county's biggest and finest industrial opportunity for industrialization.
Well-designed, modern type neighborhood off-street parking is in the planning program.
Along with recommended changes and proposals of major highways, feeder roads, and new main arteries, several changes and extensions are proposed within the city system of streets. Included in the latter category is the extension of Broadway to the east, possibly beyond Placentia avenue; the opening of La Palma from the Union Pacific tracks to East street; provide truck traffic routes through Greater Anaheim, widening of Lincoln avenue and Harbor avenue to four-lane streets and widening of Katella, Ball and La Palma to 100-foot standards and the establishing of 100-foot setbacks for Placentia, Euclid and Brookhurst. Setbacks have been put into effect in several annexed subdivisions where a shopping center is being planned.
Diversified types of industries, excluding citrus, employed approximately 400 in 1946, however, since that time they have expanded rapidly until in 1953 employment exceeded 3500. New facilities to the west. There remains only a portion of the area east of Placentia avenue to the Santa Ana river dependent on the construction of a trunk sewer. Anaheim's forseeable city expansion is limited necessarily by the fall of the land westward from the Magnolia sewer. The Katella interceptor proposed as Anaheim's most southerly trunk sewer line, will restrict Anaheim growth to an area slightly south of Katella road due to an adverse grade falling south and westward.
The construction of the relatively large Katella interceptor from east to west to connect with Euclid outfall and the Magnolia line is a major, indispensable sewer project requiring immediate attention for practically the entire area south of Ball road from Santa Ana river west to Magnolia avenue depends on it for commercial, residential and industrial development.
Anaheim's municipal owned system of electricity and power distribution must be expanded coincidentally with the demands imposed upon it by city growth. The city power station on South Los Angeles street, will require modernization. New and extended transmission lines, more and larger transformers and sub-stations and other equipment are indispensable in providing the expanding area with needed service.
Pre-planning must anticipate more elementary schools to be built as well as high schools to meet the ever growing demands of the new population.
As the city grows, more parks and recreational centers will be needed. The need for golf links, country club, ice and roller skating, bowling alleys, and other privately-operated types of sports and recreation which the youth, as well as the adult population, will be in the future planning picture for a bigger and better Anaheim.
Government Seeks Citizens Speaking Foreign Tongues
The U. S. Information agency, being to strengthen the Governments overseas information pro-gram to combat Communist propanda, today issued a call for qualified volunteers with foreign language experience from the Angeles region to take position in its international broadcast-service, the Voice of America. The agency is sending a special assignment team to Los Angeles to interview candidates with professional foreign language experience writing, editing or radio production.
Experience may have been accrued as an accredited foreign language overseas correspondent in a newspaper, as a foreign language staff writer for a news reporter or magazine, with radio station or similar positions.

Kuchel Backs Water Expansion Bill
Two companion bills that will permit a number of California public agencies to carry out expansion or build new water supplies were pushed out of the Senate Interior and Insular Affairs Committee today with the backing of Senator Thomas H. Kuchel. He is leading the fight for a measure which is in effect a composite of proposals by Senator William F. Knowland and Representative Clair Engle. Kuchel predicted the legislature will give impetus to the development of new residential areas, more agriculture, and recreational centers.
The bills would extend Federal credit on varying terms to irrigation, conservancy, water user, and other districts and public agencies which borrow from the Interiors Department on long-term contracts. In one set of conditions, transactions involving amounts over $200,000 would have to be submitted to House and Senate Interior Committees which have 60 days in which to disapprove. A $5,000,000 (million) dollar ceiling is provided for loans for projects which are connected with irrigation and reclamation developments constructed by the Federal Government, but no limit is imposed on borrowing for supply systems which are

The overall budget is set up at $2,387,356 more thanincluded budgets for roads and the county library which are notchargeable against the county atlarge.
For the county-wide area, a budget of $18,659,578, a boost of$1,562,014 is proposed. An additional $2,651,453 is set in areas outside the cities for roads and libraries, including $130,843 in the rural road tax.
All but three of the funds governed by the supervisors are increased.
The county park budget is again down, having been decreased $71,989 to a total of $149,-778. Welfare expenditures are estimated at $6,396,205, a decrease of $127,705; the special public health fund from the state is lowered $77,625 to $98,825.

Mothball Ships To be Modernized
Revival of California shipyards hard hit by postwar cutbacks in construction and repair work appears probable as a result of final Congressional action on a bill co-sponsored by U.S. Senator Thomas H. Kuchel of California authorizing a $25,000,000 program of converting and modernizing laid-up ships in the nation's mothball fleets.
The legislation urged by the Maritime Administration and Navy Department to strengthen the defense reserve by putting World War II vessels in shape for quick emergency use is on the way to the White House following unannounced adoption this week of a House-Senate conference report.
With more than a third of the mothballed craft moored on the West Coast, Senator Kuchel said he will urge the Maritime Commission to assign a substantial number of the overhaul jobs to California yards in order to provide work for skilled labor forces in danger of moving to other areas and trades. The total program is expected to involve about 100 ships that will be fitted out for specialized services and includes tugs, cargo vessels, and other types.
Following approval of the conference report, Senator Kuchel said in a statement:
"An urgent program of rehabilitating ships in the mothball fleet so the United States will be better equipped to face any possible emergency will be carried out under the New Emergency Ship Repair Act which I am proud to have co-sponsored."

Camera Club Gives Prizes
A color picture of a "dressed up kitten" taken by Frances Stidham was judged to be the top picture in a photo contest sponsored this month by the Kwikset Recreation Association.
Mrs. Stidham happened to see the cat with its colorful finery as her niece was posing it in a chair. Mrs. Stidham had her camera with her and caught the kitten seemingly enjoying its brilliant clothing.

The county library fund has a budget of $215,041, a rise of $39,-224. The tax for that fund is levied only against areas not having city libraries or library districts.

Senior-Junior High Schools Related to Open Sept. 13th
December 13 has been chosen by Anaheim High School Dis Board of Trustees as the date for three schools its jurisdiction.
The schools are Anaheim High Fremont and Western High Schools.
The board announced Sept. 10 registration day for all students expecting to en-ge school in September register on that date, of-announced.
The youngsters in grades 10, 12 who are new to the program or have not previously about a schedule of classes are asked year at Anaheim high school October 8 or 9.
Registration at the two junior schools will be held for nine and eighth graders from noon. Ninth grade puils should report to the school they will attend at 1 p.m.
Busses will be operated for those students who live more than two miles from the school. Busses will leave the high school at 8:15 a.m and follow the routes used by high school vehicles last year. Bus route information may be obtained by contacting the high school.
Any student unable to report to the school for registration on the 10th should appear Sept. 13 in the morning and register then.
In establishing a junior high school program for the first time in the Anaheim district, trustees are following the wishes of voters who approved such a measure two years ago. More than half the public schools in the county use the Senior-Junior high type of organization.
The board feels the junior high school has a special purpose and opportunity to meet the needs of adolescents.

Show at Fair
With a return to normalcy in these post-war years, Future Farmers of America is looking forward to its greatest show in history to celebrate the 100th anniversary of the California State Fair and Exposition, Sept. 2 through 12.
Chapters of Future Farmers from high schools throughout the state will compete as individuals and chapter groups for a total of more than $22,000 in cash awards offered by the State Fair and many cash premiums and special awards offered by the various associations representing types of livestock.
Members of FFA will open their program of activities with non-exhibitors attending Camp Lillard Sept. 2, 3 and 4, designated as Camp Lillard Days at the fair. Entries for the event close Aug. 21.

The new Mrs. Steiner is a graduate of Whittier College and attended Wichita university, in Kansas. Her husband graduated from University of Southern California. The couple will make their first home in San Leandro.

Supervisors O. K. College Program
Approval has been granted by the Orange County Board of Supervisors for the participation of the Orange County Hospital in the program of training of x-ray laboratory technicians at Orange Coast College, it was announced today.

Homer Wallace, Anaheim building inspector, this week issued $66,550 worth of building permits for dwelling, warehouse and assembly hall construction.
Of the permits, the largest was for $596,750, taken out by the Broadway-Santa Ana Company of 327 S. Placentia Ave., Anaheim, for construction of 63 two and three bed-room houses on Santa Ana, Broadway, Willow, Elm, Dawn, Bond and Elder streets. The houses will range in price from $7750, $8500 and $9500.
White Temple Methodist church at 315 E. Broadway, Anaheim, will build a $39,000 fellowship hall just east of the church. Construction is scheduled to begin immediately on the 40-foot by 112-ft. one-story structure.
The building will be designed so that a second story may be added in the future.
A $30,800 one-story feed mill will be constructed by the Manchester Feed and Milling Co., at 323 E. Ball rd., Anaheim. The concern's warehouse presently is located at 101 Manchester Ave. The two-room structure will measure 100 feet by 150 feet.
