Under the new ruling, enforcement activity will be increased and the issuance of written drivers' warnings, which require no court appearance, will be discontinued. Patrol Commissioner B. R. Caldwell directed officers to take "aggressive enforcement action for any and all violators observed by them." He ordered such action to be "businesslike, firm, fair, impartial, courteous and uniform in its application." Caldwell emphasized that in certain instances written warnings for defective brakes, lights and other mechanical equipment, improper vehicle registration and operator's license irregularities would still be used. Caldwell directed officers to take "aggressive enforcement action for any and all violators observed by them." He ordered such action to be "businesslike, firm, fair, impartial, courteous and uniform in its application." Caldwell emphasized that in certain instances written warnings for defective brakes, lights and other mechanical equipment, improper vehicle registration and operator's license irregularities would still be used. "Although all infractions of the vehicle code will get our increased attention," he said, "we are primarily interested in halting moving violations and unsafe driving practices, the direct causes of most accidents." Written drivers' warnings have generally been used in borderline cases where an unsafe driving practice is observed. Reserve Harbor Craft Battalion To be Organized A meeting has been announced by Major Joseph R. Vincent, RA Unit Instructor, for all reservists or prospective reservists interested in forming a Harborcraft Battalion at the USAR Headquarters at 1012 North Main street, in Santa Ana on June 2 at 7:30 p.m. Harborcraft ba tallions and companies are those units that handle all harborcraft and other small boats for the army below 200 feet in length. All vessels above 200 feet are handled by the Navy. A Commanding Officer in the grade of Lieutenant Colonel or Major is needed and vacancies exist for numerous officers and enlisted men in lower grades including fifty warrant officers. All persons, whether reservists or not, who are interested in boats, boating, or the sea, are urged to be present at this meeting. Shipments Up, Prices Down on Calif.
