Washington Reports By Congressman JAMES B. UTT This has been a very busy week. Among many other things, a group of freshman congressmen were invited to breakfast at the White House with the president. We had a very enjoyable meeting followed by a tour of the White House which included a visit to the bomb shelter 20 feet below ground. It is completely equipped to carry out the executive activities of our government. There are decontamination rooms, a large storeroom for food and clothing, a first aid room, etc., water purification and an independent power plant for use should there be an interruption in the electric system of the district. We also visited the president's study where he has a display of gifts and trophies which he has accumulated. The government of Saudi Arabia has just presented him with a beautiful sword and gold sheath pounded out of gold coins and studded with large rubles and diamonds. I would hate to hazard a guess as to its intrinsic value, but I assume that it would run into the high five figures. We also visited the Lincoln bedroom which to me was a great thrill. Legislative Matters I attended a conference on the Fallbrook matter and think that some headway was made toward agreement. Our ways and means committee held hearings this week on the graduated tobacco tax. The proposed bill is to make the tax lower on cigarettes selling for 13 cents and less. These hearings were attended by more than 200 people. The measure is opposed by the tobacco growers. The large manufacturers did not appear, either for or against the bill. The outcome will not be determined until we go into executive session. The judiciary committee passed out the tidelands bill this week, and it will be debated in the house early next week. The bill calls for complete restoring of our government. Efficiency The new administration is working diligently to streamline the departments and clean out the deadwood. It may surprise you to know that 18 years after N.R.A. expired, there are still eight men on the payroll of the Blue Eagle. I guess they were standing by hoping for the reenactment of the law. This will soon be remedied. Mrs. Hobby the administrator, was heard to remark to her staff, "There is no use killing ourselves, let's get back to the 80 hour week." This is only one of the many Special CHP Squad Wars on County Traffic Accidents A two-pronged attack on traffic accidents in this area begins tomorrow when a California highway patrol special enforcement unit joins the local patrol squad in a full-scale enforcement effort. Mr. Ruby explained that such a valuable collection must be kept safe at all times. Mr. Ruby also has a complete collection of United States stamps from 1845 to the present. "My rarest stamp is worth about $150," he stated. Buys Stamps "I collect mostly minted and used stamps," he commented. "I don't have many of the freaks of the stamp world—of course I don't mind saying I would like to get some." Mr. Ruby buys stamps for his collection as well as just "coming upon them." "There are some collector items that are worth many thousands of dollars," he said. "I can't afford those right now." Barter Trading Promoted in World Commerce by Dollar Shortages "Because of dollar shortages in many countries, it is essential for exporters to take advantage of every possibility of doing business through barter trade or switch exchanges," Eric H. Miller, export manager of the products department of Sunkist Growers, Ontario, told the Foreign Trade Association of Southern California recently. "Strange as it may seem, Sunkist growers have done business in Sweden through the sale of Swedish goods to Israel. Also, we have shipped products into Japan and Sweden through Holland. In the past it has also been possible to arrange for payment in Argentine pesos for goods shipped to Sweden," he said. The products department of Sunkist Growers has been exporting citrus products for approximately 30 years and each year they ship to approximately 55 different countries. Germany Making Recovery Of all the countries visited, Germany was probably the most interesting, Miller reported. It has been said that 65 per cent of the buildings at Bremen were damaged by bombings and 45 percent of the buildings in Hamburg. Actually at the present time, Hamburg looks worse than Bremen as Hamburg is in the British zone and they have not done as much rehabilitation and rebuilding as the United States Government has done in the U.S. zone. Despite this destruction, both physical and economic, Germany has made a remarkable recovery. In Germany, production is zooming and so are exports. More cars are on the highways; more food in the stores; more money spent on vacations than at any time since the war. In 1948 the index of German industrial production stood at 58 (in 1936 it was 100). Today the industrial index is 159. Today, Western Germany exports more than the whole of Germany used to before the war. German exports increased about seven times in the past four years. From being the biggest debtor in the European payments union, Germany has now become its largest creditor with an accumulated credit in September, 1952 of $450 million.
