Washington Reports By Bob Geier, executive secretary to JAMES R. UTT, Congressman It has been my pleasure to assist the Honorable James B. Utter more popularly known as "Jimmy," for the past three months in his work of representing you, the people of Orange county. As his many friends in Southern California know, Jimmy is the type of man with whom one just naturally enjoys being associated. His deep moral convictions assure the sincerity and trustworthiness of his actions. The satisfaction of working with him is accentuated by the respect he commands on Capitol Hill. What better proof of this than his being placed on the Ways and Means Committee during his first session in Congress; something which has been practically unheard of before. True, John Phillips, who formerly represented Orange County, was considerably responsible for this assignment, but it is also a fact that Phillips would not have given his support had he not considered that Utt has the capability of performing an outstanding job. Utt's personal friendship with so many of the nation's leading executives, such as Vice-President Nixon, Senator Knowland, Senator Kuchel and a great many of the Congressmen, is an extremely fortunate thing for the people of the 28th District. With his honesty and his ability, this friendship enables him to get the cooperation necessary to accomplish things in Washington. Staff Activity I have been fortunate in performing my job as Executive Secretary, to have the capable help of two other Californians and a young lady from Maryland. Ann Woodward of Oceanside, California, has been invaluable because of her previous experience with another Member of Congress prior to this session. In the handling of routine legislative matters and in research concerning them, we have the services of Bill Shearer, of La Mesa, California. Read This: SACRAMENTO (CNS) — California citizens who are getting ready to pay their state income taxes (deadline April 15) may be interested in knowing where some of their hard earned money goes and this can be learned from reading a letter written by Newton E. Wise, secretary of the merit award board, of the state of California. The merit award board is also a sample of how civil service can make a much better thing of a program which originally was conceived to benefit the taxpayers by saving them money, and an indication of how government can take an idea by the heels and build it up into a program of national importance. Originally, merit awards were conceived for suggestions from state employees on how to improve government service, that is, how to cut out the files of red tape that surround a good part of government, how to perform a given operation with less expense to the taxpayer and how to shake down government business so that it may compete slightly with the efficiency of private business. The state legislature recognized that this was a good program, and adopted laws providing for cash awards to persons who were bold enough to make a suggestion in government. Since that time hundreds of dollars have been given out to efficiency-minded employed who ostensibly have saved the state some money. These savings, of course, aren't reflected in California's billion, three hundred million dollar budget despite the fact that document might be larger by some thousands of dollars if the awards never had been made. But with the avidity of government for doing things the hard way, it was found necessary to amount a merit award board to institution and state college coordinator should make an effort to attend the conference. Frank E. Butterworth, who will be in Arizona directing the M.Y.F. Footlighters on their current road show tour of leading churches in that state, presenting their latest three act drama, "Simon's Wife." It was during the pastorate of Sears that White Temple began its enlarged staff and big-church style of program. Several social events have been planned to welcome the former local leader over the weekend. At the 7 o'clock evening service, one of the college students preparing for the ministry, Fred Edwards, Jr., will preach. Fred is a graduate of Anaheim union high school currently attending the University of Reduands, and is also conducting the choir of the Highland Methodist church. Taxpayers Asked For State Return Taxpayers in the Los Angeles area are asked by Robert C. Kirkwood, chairman of the franchise tax board, to file state income tax returns early. Kirkwood advises the state income tax office at 206 State building, First and Broadway, will be open every day 8:15 a.m. to 5 p.m.; on Saturdays up to and including April 4 from 8:15 a.m. to 12 noon on Saturday. April 11 from 8:15 a.m. to 5 p.m. to advise and assist taxpayers in the preparation of their state returns without charge. Single persons with net incomes of $2000 or more and married persons with combined net incomes of $3500 or more are required to file state returns.
