Fourth St." tomorrow when businessmen and other residents that business district go to the polls at the Dutch Lunch cafe, 415 W. Fourth St. They will pick a 1953 successor to Carl Bayha, apartment house operator at 414 W. Fourth, who was named last year. Downtown Costa Mesa Auto Park District Proposal Heard by Supers Hearing on the proposal to form a parking district comprising down-town Costa Mesa was set for May 5 at 3 p.m. by the county supervisors Tuesday, after a Costa Mesa chamber of commerce committee appeared and discussed the construction program contemplated. Kwikset Locks won third place and a plaque among a large number of industries in the miscellaneous metal products division of the safety awards. The award was made at a recent dinner of the Greater Los Angeles chapter of the National Safety council (in Los Angeles). The dinner was attended by representatives of major industrial units in the Los Angeles area. Albert Marcoux is the director of safety and health for Kwikset. The firm's safety committee is composed of Marcoux, Walter E. Miller, director of industrial relations, Don Newton, plant manager; Myron Reed, chief of plant protection force; Bill Heinecke, plating department; Tom Beale, material handling; Bud Carter, final assembly. 85 parking stalls in the parking strip along Newport blvd. that will be eliminated by construction of the state freeway now planned. Sponsors of the parking district contemplate that, the first step will be to develop enough off-street parking to replace the 85 stalls about to be lost.
