HENRY KUCHEL 75 Years Ago February 1875 A report was brought in on Thursday that an Indian was lying on Olive street, dangerously wounded. Marshal Wartenberg investigated the matter and found the old paralyzed Indian who has begged his subsistence here in town for a number of years. He was not wounded but appeared to be suffering from a paralytic stroke. Mr. Rimpau had him brought from Olive street where he had been lying for a number of days, and had him properly cared for until his death which occured on Sunday. 50 Years Ago February 1903 Richard Melrose made another trip to Riverside some days ago to make arrangements for the hearing of the case of the Anaheim and Saints Ana Water companies against O. B. Fuller for illegal diversion of water from the river belonging to the plaintiffs. Fuller constructed a ditch and proceeded to tap the river, taking 1000 inches of water belonging to the valley water companies. He is stubbornly contesting his rights to it, but the water companies will probably take a fall out of him. 25 Years Ago February 1928 Arthur G. Porter recently elected president of Anaheim Kiwanis Club, took over the reins of the office at the regular weekly lunchon meeting held Tuesday noon in the Elks club house. Lumber- Variety of Funds Distributed to California Cities as State Subsidies SACRAMENTO (CNS) — The full extent of state subsidies to city, county and district government is not generally recognized by the public, which is prone at times to think of all government expenditure in a single category. Generally, however, the public is coming to recognize the fact more and more that no matter what agency spends the money, the taxpayer fools the bill. Tucked away in the report of the assembly interim committee on Revenue and Taxation is an interesting summary of state subsidy too, is based on case loads. The fifth and sixth subsidies amounted to $30,681,630 each, and went respectively to cities and counties as the "in lieu" tax on motor vehicles. This is a tax formerly collected by the counties along with personal property taxes, but it was found more money could be obtained if the state collected on an equal basis and then rebated the funds to the local governments. Tucked away in the report of the assembly interim committee on Revenue and Taxation is an interesting summary of state subsidies to local governments. The chart points out that there are "forty-one varieties of state subsidies," ranging all the way from $3706 to $241,089,775, these for the fiscal year 1951-52. The large figure was for apportionments for public schools, which accounted for nearly 41 per cent of the total of $588,820,652 handed to city, county and district government during the fiscal year. The small figure was a subsidy to the Sacramento deep water channel, construction of which hasn't started. Old age security subsidies to the counties amounted to $45,933,669, eighteen per cent of the total. This subsidy is based on the case load of old age assistance recipients. Another $34,590,700 went to the counties for needy children, according to the report, and this John Cleveland Serves Aboard US Submarine PACIFIC FLEET SUBMARINE FORCE (FHTNC)—Serving aboard the submarine USS Redfish is John W. Cleveland, Jr., torpedoman's mate third class, USN, son of Mrs. Gale Cleveland, 500 W. Chestnut st., Anaheim, Calif. Cleveland, who entered the navy in December, 1930, was graduated from Anaheim union high school. After completing his recruit training at the U.S. naval training center, San Diego, he attended U.S. naval topedo school, Newport, R.I., and U.S. naval submarine school, New London Conn. Anaheimers Win Awards in Coast College Contest Three Anaheim students took honors in the recent project award contest sponsored by the California Industrial Education association and held at Orange Coast college, Costa Mesa.
