Casualty Losses may give Income Tax Relief to Some Property Owners
Storms and earthquakes which have damaged property in Southern California may provide income tax relief for some property owners who can establish the fact that they have suffered casualty losses. Such a loss is one that arises suddenly and unexpectedly, from a cause such as accident, fire, storm, shipwreck, earthquake, or from theft.
Robert A. Riddell, director of Internal Revenue, indicates that great care must be taken in determining the amount of a casualty loss. In the first place, it must be evident that an actual loss has been suffered. When this can be established, Riddell states that the method of determining the amount of the loss differs greatly, depending upon whether the loss has been suffered as to non-business property, such as a personal residence or a personal automobile, or as to business property, such as a store building or an apartment house.
"The measure of the amount of the casualty loss as to non-business property," said Riddell, "is the difference between fair market value immediately before the casualty, and fair market value immediately thereafter, limited to the cost of the damaged property."
His point was illustrated as follows:
Cost of personal residence in 1942 $ 5,000.00
Fair market value before casualty 10,000.00
Fair market value after casualty 4,000.00
Actual amount of casualty loss 6,000.00
Limit of loss (cost of property) 6,000.00
In case the casualty loss is suffered as to business property, the amount of allowable loss is measured by comparing fair market value before and after the casualty, as in the case of non-business property. That loss is then converted to a percentage or fraction of the value before the casualty, which percentage is applied to the adjusted basis of the property. The following example will illustrate the point involved:
Adjusted basis of business property $ 8,000.00
Fair market value before casualty 10,000.00
Fair market value after casualty 4,000.00
Loss in value 6,000.00
Percentage loss in value 60%
Measure of loss (60% of $8,000.00) 4,800.00

Fullerton Woman Named Chairman Of Seal Campaign
Mrs. John Bertaina of Fullerton was named chairman of the Orange county Easter Seal campaign this week by Dr. LeGrand Spencer, president of the Orange county Society for Crippled Children and Adults.
As head of the drive Mrs. Bertaina will direct the appeal for funds to support direct help for crippled children in the county. Mrs. Bertaina was also chairman of last year's successful Easter Seal drive and was awarded a life membership by the Chapman-Wilshire P-TA for her outstanding efforts on behalf of the county's crippled children.
The campaign, which begins March 5 and continues through Easter Sunday, April 5, is nationwide and is being conducted by more than 2000 chanters of the National Society for Crippled Children and Adults. About 70 percent of the funds raised in Orange county remains here for training and helping the area's crippled children.
"The Easter Seal appeal raises funds to help crippled children have the best possible chance in life—the chance every child deserves." Mrs. Bertaina said on accepting the chairmanship.
Donald W. Rigby Enroute Home For Discharge
KANAOKA, Japan—Pfc Donald W. Rigby, whose wife and parents, Mr. and Mrs. K. R. Rigby, live at 121 E. Wilhelmina st., is enroute to the U.S. from the 382nd General Hospital near Osaka, Japan for release from active duty.
Before entering the Army in February 1951, Rigby attended La Sierra College at Arlington, Calif.
He completed lab technician training at Brooks Army Medical Center, San Antonio, Texas, and sailed for the Far East Command in August 1951. Rigby was then stationed at the 382nd Hospital where he was a lab technician in the Laboratory Service.

County Resumes Colorado River Water Importing
Under pressure of an extended dry spell, starting early in January, the Orange County Water District yesterday resumed the importation of Colorado river water, released by Metropolitan Water District from its aqueduct crossing of the Santa Ana river near Arlington.
Water, released at the rate of 50 cubic feet per second, was expected to reach the Orange county spreading grounds today after a 24-hour trip down the river, a distance of 20 miles.
Water district directors yesterday indicated that they may order the flow stepped up to 90 cubic feet per second But weather forecasts of rain for the coming week end also indicated that the importation may be cut off then.
Walter Clavcomb Has New Northrop Production Job
Walter F. Clavcomb 616 N Olive st., Anaheim, has been appointed assistant foreman of raw material and productive stores at Northrop Aircraft's Anaheim division.
Clavcomb joined Northron-Anaheim as a stock clerk in November, 1951, and advanced under the plant's ment-seniority promotion plan.
Clavcomb is a member of the production team assembling high precision optical instruments at Northron-Anaheim for the U.S army ordinance corps.

Provoo, 35, was accused of going over to the Japanese after he was captured in 1942 at the fall of Corregidor.

NEW STATUE—Sculptor Avard Fairbanks puts the finishing touches on a new statue of Abraham Lincoln in his Salt Lake City, Utah studio. The heroic figure, to be cast in bronze, will stand at the entrance of Lincoln Village, New Salem Park. Ill. The memorial depicts Lincoln as a studious railsplitter. Statue is a gift of the Sons of the Utah Pioneers.
Anaheimer Takes Fluor Position
Edward P. Lynaugh, 13621 E. North St., Anaheim, is one of 225 new employees the Fluor Corp. Ltd., of Los Angeles, hired recently to keep pace with the firm's 1953 expansion program, it was announced today by R. B. McGowan, personnel supervisor.

Kunce told officers he had heard the siren but did not know which street it was traveling. He was cited for failing to yield right of way to an emergency car.

Barbara Kay Pierpoint, 2-year-old daughter of Mr. and Mrs. Frank L. Pierpoint, died Tuesday night at the Pacific Colony home near Pomona after a prolonged illness.
In addition to her parents, who reside in Fullerton, at 1113 Williamson way, she leaves one sister, Judith Viola at home; maternal grandparents, Mr. and Mrs. Floyd J. McGaughy of Fullerton and paternal grandparents, Mr. and Mrs. G. Floyd Pierpoint, of Anaheim.
Funeral services will be conducted from the Hilgenfeld chapel this afternoon at 2 o'clock Rev. Chester J Padgett, pastor of Calvary church of Placentia, will officiate and burial will follow in Loma Vista Memorial park.
Employment Dept. Reports Claims In Down Trend
SACRAMENTO (CNS) – Claims for unemployment insurance in California casued downward during the week ending Jan. 22, with a 14 per cent drop in new claims and a 3 per cent decline in the total number of claims.
Statistics of the state department of employment showed 25,746 new claims were filed during the week compared with 29,919 the week before. The total number of claims fell from 162,227 the previous week to 136,636. Paid claims declined one per cent to 111,742.
The department office in Santa Ana recorded 240 new claims, compared with 378 for the week ending Jan. 15. It received a total of 2,034 and paid 1,539.

Ray Construction Co. Gets Katella School Contract
Katella school's open bids for construction of two classroom, boys, and girl laboratories, teachers' room and a covered corridor resulted in a low bid submitted by the J. Ray Construction Co. of Corona del Mar. Buildings are to be of frame and stucco construction. Base bid was $33,563 with three alternates and only one in extra construction.
Alternate on extra plumbing fixtures was $811. Rex Construction company Jow was $338.30, alternate on plumbing fixtures $1.211. There were four bidders in all.
President Edmund Bohnet presided at the board meeting and announced the contract would be awarded the Ray Construction Co. on presentation of performance and material bonds. Formal signing of the contract will take place at a special board meeting to be held Tuesday, Feb. 17 at 7:30 p.m. It is hoped that construction will be started on Feb. 24.
