UTT "A new broom sweeps clean? is an overused expression, but it certainly describes the activities of the new administration and I think it's about time for a good housecleaning. A particularly choice remark was made by a cab driver with whom I was riding on inauguration day. He said "Well, like has arrived in Washington with his 87 millionaires and one plumber." I presume he intended to be a bit sarcastic, but I consider it to be a tribute to the President to be able to attract successful business men to come into the administration. If government is to be run on a business basis, it must have business men who have shown a marked success in operating their own businesses. It is high time that theorists and dreamers should be replaced with a hard core of practical thinkers, well able and inclined to contain government within the purview of its proper function. Duty and Responsibility A good example of what we might expect lies in a statement by Mr. Ezra Taft Benson, new Secretary of Agriculture, who summed up his office policy in this manner: "As public servants, we must recognize the duty and responsibility we have to serve the public efficiently and well. The people of this country have a right to expect that everyone of us will give a full day's work for a day's pay. They have a right to expect that we shall find more effective and economical ways of doing our job. In these times of unprecedented public debt and continued high Federal expenditures, the public rightfully expects us to put forth even greater effort." AND IT BURNS FUELI LERA! OKAY! Fulfillment of this responsibility will require the undivided loyalty and support of every agency head and employee in the department. We must work as a team if we are to meet the problems that lie ahead and render the greatest possible service to the farmers of America, the entire agricultural industry, and to this great and good country we love so much." To this I say "Amen." Fallbrook Bill During the last week, I introduced H. R. 2337, a bill designed to authorize the construction of a dam on the Santa Margarita river to contain the flood waters and prevent their escape into the ocean. This water would then be apportioned ½ to the Fallbrook Water District and ½ to the Navy at Camp Pendleton. I believe this to be just and in the best interests of both parties concerned in this long-standing dispute. The Ways and Means committee has approved a request for $100,000 to be used by the Kean subcommittee in continuing the investigation of the administration of the Internal Revenue laws.
