Orange County-City Government Proposed as Economy Measure A man has a plan to cut your taxes by one-third. Nobody should object to that. But a lot of people will. They always have objected to this plan. There are now about 500 executive and legislative officers, give or take a few, in county and city governments and their assorted subdivisions, according to the man. Most of them draw salaries, though a good many, such as city councilmen, are paid nominal sums. The man with a plan says that five executives could do all that the 500 are doing given an adequate staff to carry out assignments. His plan would be to let them do it. Saving the salaries of nearly 500 executives would be worth something to the taxpayer, but there is more to the plan than that. These executives make up the governing bodies and administrators of one county government, 13 city governments, numerous special districts, and half a hundred school districts. Each of these governments have a budget and a tax rate. Each one has its hand in the taxpayer's pocket. The man with a plan thinks that one hand in the taxpayer's pocket wouldn't take out as much as a hundred hands take each year. The plan, of course, is one city-county government for Orange county. There's nothing new or experimental about it. San Francisco city and county government is consolidated. The plan has substantial background for serious consideration, whether it is practical or not for Orange county. The man who advocates it also has substantial background for serious consideration of his views. He is, in fact, regarded as one of the ablest authorities on government and taxation in the county. And he has been talking about consolidation of city and county government in Orange county for years. William C. Jerome, the man with a plan, is executive secretary of the Orange County League of Cities, chosen for that job particularly for his long and wide experience in government. Previously he has served as county auditor, county supervisor, and Santa Ana city auditor. When he says that consolidated city-county government would be good for Orange county, from the standpoint of efficiency as well as tax reduction, most informed people will listen. They probably will not do anything about it, but they will know that they should. Jerome believes that because Orange county is so compact in area and so united in its interests, that it is well suited for union in government, too. There are several reasons why Orange county will not have city-county government — at least not for a long time. One is local pride, fear of losing identity. Another is fear of centralized government. The citizens feel that he is closer to his home town government and has better control over his affairs than if they were handled by a county government. To a degree, that is true, but not to a degree justifying the much greater cost of multiple boards and councils doing a job that one board could do better. Most of all, the objection always comes from local officials who would lose their seats and jobs if government consolidated. It may be that one day, when Orange county is virtually one city, this home town sentiment may disappear and yield to economics. But do not hold your breath until that happens. Baron Rothschild Marries Briton LOCUST VOLLEY, N. Y. (AP)—Baron Eugene de Rothschild and Miss Jeanne Stuart, former British actress, were married here yesterday. Rothschild is a member of the international banking family. His first wife died six years ago. J. Gock, Southern California chairman, revealed today. C. J. Haggerty, secretary treasurer of the California State Federation of Labor, advised that the Executive Council at its quarterly meeting, endorsed the Crusade and its efforts to enroll 40,000,000 Americans in the fight against Communism. "The Executive Council is of the opinion that this program is one that merits the support of all Americans," said Haggerty. Irwin DeShelter, Regional Director of the CIO pointed out that his national organization had endorsed the Crusade and that CIO Unions were actively working for it. Herd of Deer Upsets Auto EPPING FOREST, England (P)—A large stag led a charge of 25 deer against an automobile driving on a road through a forest north of London last night and knocked the car rolling over an embankment. "The Executive Council is of the opinion that this program is one that merits the support of all Americans," said Haggerty. Irwin DeShelter, Regional Director of the CIO pointed out that his national organization had endorsed the Crusade and that CIO Unions were actively working for its success. "The Crusade for Freedom, through its financial support of Radio Free Asia and Radio Free Europe, is a great campaign to acquaint hundreds of millions of people behind the Iron Curtain with the principles of freedom and liberty," said DeShelter. "This voluntary action by millions of American citizens is far more convincing than the individual statements by American diplomats and legislators. It is demonstrated above all that Americans are free to speak out on any subject they choose to discuss. Crusade for Freedom, this year, is appealing to the American people for their signatures and a contribution. As before, the $4,000,000 which the Crusade is raising through the small contributions by ordinary American citizens will be used to establish radio stations in Free Europe and Asia to broadcast messages of freedom, confidence and hope to our fellow human beings who live in serfdom behind the Iron Curtain."
