AGO JUST LONG ENOUGH FOR ME TO PROPOSE Sanitation District Factionalism Blamed for Resignation of Ribal By GEORGE E. HART Resignation of Raymond R. Ribal as general manager-chief engineer of the Orange County Sanitation districts, after little more than a year in that post, underscores the fact that the Sanitation districts are still dragging their anchor in the mud of factionalism. The old open animosities that rode the surface so long, deadlocking the sewerage program for several years have now become undercurrents, but they are still there, even though they went underground when outraged public opinion cracked down. They have changed form as factional realignments and switches have taken place, so that some directors who were on one side before are now on the other side, and nobody knows where they will stand tomorrow. Ribal believed the original Bacon plan could be retained substantially, with modification to be made if and when found necessary. The district directors backed him up at that time. He appeared to have the majority with him, and the program began to move forward. Then the districts ran into a disappointing situation with respect to bids on the outfall line. Bids on the land section of the outfall were approximately double the cost estimates of the design engineers. A finance committee of directors was appointed to check costs and make a recommendation. In his resignation Ribal said that his agreement with the directors when hired had been voided several times by them, and under the circumstances he could no longer remain. He follows Engineer Bacon, who also withdrew from the factional strife that hamstrung the program in its beginnings. Bacon went on to a more important engineering position as executive head of the new state water pollution control setup. Ribal's supporters among the district directors, now a minority, regard the future unhappily. They still believe that the Bacon plan could be financed substantially as drawn, apparently basing such belief on their confidence in Ribal's estimates of costs, as well as some verification of Ribal's estimates in contracts recently awarded by district 6, Costa Mem. They object to prospective reduction of line capacities as unnecessary. Attorney C. Arthur Nisson, legal counsel for the sanitation districts will be next to lose his help, it appears. Question already has been raised on the point whether he can hold his job, since he is also city attorney of Tustin. If it comes to a question of choice, Nisson's friends think he will stick with Tustin rather than brave the uncharted seas of chance with the sanitation districts. The Orange county Newspapers Publishers association broke up the old sewerage deadlock by prying into its sources publicly. Maybe the publishers should have another look. A source close to him says that the undercurrents of factionalism had been steadily drawing away from him, and the scales were tipped when the finance committee failed to consult with him in checking engineering costs and conferred only with the design engineers.
