County Polio Epidemic on Increase Despite Cool Weather, Report Says
Orange county's polio epidemic—the worst in the area's medical history—instead of abating with cooler weather is unaccountably on the rise. County Health Office reports show.
Eleven new cases of poliomyelitis this week has run the total number of 121 cases in Orange county.
The dreaded crippling disease struck youngsters ranging from 22 months to 12 years of age in the latest flurry of cases. The worst previous year in the county was 106 cases in 1948, according to Dr. Edward Lee Russell, Orange County Health officer.
The situation is the same across the nation. Warren Cross, national director of the March of Dimes, recently stated in Los Angeles that when the hope of victory over polio is the brightest, the disease continues to strike at its worst in the country.
Ten patients, most of them young children, have died since the epidemic began in Orange county last February.
One or two cases a day have been reported to the Orange County Health Office since polio struck its first county victim this year—a six-year-old Seal Beach girl.
San Juan Capistrano and San Clemente suffered first in the epidemic with 13 consecutive cases. Then the polio began to surge slowly across the entire county.
Garden Grove, Anaheim and Santa Ana are being hit hardest by the disease at the present time.
Health office officials hoped that with the end of warm weather, the polio rate would decline rapidly.
But instead the nine new cases brought the curve up sharply.
The Orange County Chapter of the National Foundation of Infantile Paralysis has been the disease's most active foe. The chapter has spent thousands of habilitation," chapter officials said this morning. The March of Dimes provides the weapons to fight polio."
Anaheim Rotary Hears Talk by Labor Expert
The Anaheim Rotary club at its noon meeting yesterday heard John G. Gerken, of Long Beach, discuss labor relations. The speaker is a management consultant to the printing industry in Los Angeles.
Gerken said "you can never go wrong" in employee relations "if you are fair and just," although "some radical labor unions, as a set policy, don't want to deal with employers."
Labor relations, he said, is based on emotion. "It is easy for employees to vote for demands" rather than getting down to "common sense to see if a company can pay the demands... human emotions are involved when you talk about the pocketbook."
To increase personnel contentment, Gerken advised manufacturers to be mindful of working conditions, provide good leadership, to avoid wishy-washy management, to organise foremen and keep them abreast of company policies and financial conditions to "tell employees the facts of production," to communicate frequently with employees through bulletin boards and management-employee committees, tell how costs affect employment, issue an annual report, etc.
The speaker was introduced by Ben Heath.

Health office officials hoped that with the end of warm weather, the polio rate would decline rapidly.
But instead the nine new cases brought the curve up sharply.
The Orange County Chapter of the National Foundation of Infantile Paralysis has been the disease's most active foe. The chapter has spent thousands of dollars this year to pay special nurses to sit with iron lung patients. They have arranged for the use of National Foundation respirators badly needed in Orange county.
The chapter has three therapists visiting the homes of those recovering from the disease to help them on the rough road back to health.
