Anaheim's municipal water system took a one-two punch from Monday's earthquake but damage is denly stopped.

Forethought Saves Local Water System from Earthquake Damage
Anaheim’s municipal water system took a one-two punch from Monday’s earthquake, but damage of any sort to the installations failed to show itself. Credit for this remarkable (in view of the temblor’s intensity) show of strength and resiliency goes to two items incorporated in the system at the instigation of the department of Light, Water and Power and its director, George Oelkers.
For years, just in case, Anaheim’s water mains have been installed with lead joints at intervals to provide resiliency. That the practice has paid off is attested by Monday’s shock and by the 1932 quake, when many cities paid for rigidly constructed lines by having numerous breaks and leaks. Anaheim came through it untouched.
Shock Dampened
The other safety item is a regulator valve that maintains constant pressure in the lines at all times. This valve dampened a shock wave developed by the earthquake that sent the flow indicator up 800 gallons per minute and then down again immediately to the regular low level.
The shock wave amounted to water flowing backward, then forward as liquid in a tank truck would do if the truck were suddenly stopped.
Flow through the regulation approximately 1800 gallons per minute normally, but it can be stepped up to 5000 gallons per minute. At present, about 500 gallons per minute flow through the city’s two regulator valves and two pumps.
Incidentally, when the regulators were first purchased, worked for a few days, then gged up with matter in the valve with an extremely clearance would not permit foreign matter to flow through with the water.
Oelkers worked over the lem and devised a valve with approximately one-sixteenth orifice requiring service once in six months. The valve checked once per week, howsoever as a matter of safety.

the Board of Education of the Anaheim School District of Orange City, California, will receive bids up to $900 o'clock P.M. on 5th day of August, 1962, at the office of South Citron Street, Anaheim, at which time said bid will be publicly opened and read the following:
Re-wiring the Broadway Soil in the Anaheim School District
All of said work to be performed in accordance with plans and specifications which are now on file in office of said district.
Pursuant to the provisions of section 1770 of the Labor Code, Board of Education of said Anaheim School District has ascertained

Re-wiring the Broadway School in the Anaheim School District
All of said work to be performed in accordance with plans and specifications which are now on file in office of said district.
Pursuant to the provisions of section 1770 of the Labor Code, board of Education of said Anaheim School District has ascertained the general prevailing rate of wages in which this work will be performed for each type of worker needed to execute this Contract. The prevailing hourly wage scale ascertained is as follows:
Hourly Rate:
Electrician, Journeyman $100
Lineman $100
Groundman
Apprentice 35% less than journeyman.
One and one-half times the vacancy rate of wages shall be paid any working time in excess of eight (8) hours in any one calendar year and for Saturdays, Sundays and holidays, unless otherwise noted.
Less than eight (8) hours per day, rate shall be that fraction of the hour going rates that the number of hours bears to eight (8).
Each bidder must submit with a bid a satisfactory check certified by a responsible bank on a bidder's made payable to the order of Anaheim School District in the amount not less than five per cent (5%).
The sum bid as a guarantee that the bidder will enter into the proposed contract if the same is awarded when in the event of failure to enter such Contract, the proceeds of the check will be forfeited, or in case a bond; the full sum thereof will be forfeited to said School District in Orange County.
Each bid must be on a blank form furnished by the Anaheim School District.
The successful bidder shall be required to furnish, at time of signing agreement, one (1) surety bond which shall protect the debtors and their personal and shall be for fifty cents (50%) of the amount. Contract, in accordance with Section 4294 of the Government Code, as one (1) surety bond in the amount fifty per cent (50%) of the Contract guaranteeing the faithful performance of the Contract; said bonds to be first approved by the office of the County Counsel of Orange County.
The Board of Education of the Anaheim School District reserves the right to reject any or all bids, and not necessarily accept the lower bid, and to waive any information any bid received.

CONVENTION — A lot of Anaheimers we know aren't very much concerned with the political conventions. The conventions are taking up too much of the Tviewing time. Small fry isn't the least interested as to whom will oppose whom on the November ballot. All this talk and no action is grown-up stuff. It doesn't make sense to a kid growing up.
GRAPEVINE — The Gazetteer's political grapevine has it that Gen. Dwight Eisenhower may visit Orange county. Remember Wendell Willke made a lot of back-platform addresses when he ran? He spoke in Fullerton, Anaheim, Orange and Santa Ana. Wonder how that prominent Anaheimer feels about his election bet? Harry S. Trueman to be the next president of the United States. Guess his money flew out of the window when the GOP politicians nominated Eisenhower instead of Robert Taft, the White House tenant's favorite friendly enemy. One firm, Healey-Tibbits of San Francisco, bid within the range of engineering cost estimates, its figures on one alternate plan being $1,873,052, whichever engineer it was.

Well, then, so did Bob Williams and a lot of other Anaheimers who'll tell you: "He was a smart kid, that one!" ... The recent hellcopter heliport hullabaloo, reminds us that Keith Murdock, Anaheim's able administrator, forgot that a lot of mail from Brea's La Habra's, Buena Park's, and Yorba Linda's new industrial firms are "handled" through the Fullerton postoffice. "Yknow, a postal clerk who knows (but who doesn't want his name mentioned for obvious reasons) explained," "when a big chain outfit like (the one in La Habra) or a big plant like (one of Brea's) sends out air mail special deliveries, it really mounts up. And that's what they do."

INDUSTRIES — It seems as if Northern Orange county is really building up industrially. Most of us in and around Anaheim naturally marvel at Anaheim's industrial growth, but with Earnie Moeller doing such a tremendous job, that's to be expected. Alpha Beta is now firmly established at La Habra where the Standard Oil and the California Research Corp., have their headquarters. In Buena Park, Nutrilite and the Glidden Co. are doing business. In Brea, the Union Oil Research Center and the Kirkhill Rubber Co., have joined Chiksan and Shaffer Tool. These are major industries which have sprung up or expanded considerably since the war. Yes, friend, Anaheim and the whole north end of Orange county is prospering from industrial payrolls.
ANAHEIM ANECDOTE — The recent temblor gave a lot of Anaheimers the shakes, but the quake reminds us of that day in 1933 when the epicenter of the quiver was closer to home. The late Jim Bouldin, Anaheim police chief of another day, used to tell how one of Anaheim's finest was putting a slightly inebriated fellow through a test. "Walk that line!" the officer ordered. "Thash eashe," the inebriate responded. "Watch!" As he started to toe the line—it happened. He walked the line. The officer's face got white with fright. The man walked the line unsteadily, perhaps, but he walked it. The officer marveled: "Heck," he said.

Point Outfall Sewer Prove Unexpectedly Meeting of County Sanitation Districts

Cost estimates of the design engineers, Harrison and Woolley of Santa Ana, and Headman, Ferguson and Carrolla of Phoenix, ranged from $1,600,000 to $1,900,-000, depending upon type of joint used.
Ignore Proposal
But the two firms bidding on the 7000-foot marine section of the outfall and the two bids on the 2100-foot land section, all ignored the new-type tubular rubber joint, which the engineers had expected to produce savings of more than $250,000 in costs of the line, and its installation. All bids specified cast iron joints.
Macco Construction Co., Paramount, only other bidder on the marine section of the outfall, bid on only one alternate. Its figure being $2,453,728, compared to the Healey-Tibbits bid of $1,873,052 on the same alternate.
Divided Bids
Healy-Tibbits bid did not bid on the land section. Macco Construction Co. bid $699,655, double the engineering estimate of $350,-000. R. A. Watson and Co. of Hollywood bid $646,570.
All bids were referred to Chief Engineer Gen. Mgr. Raymond R. Ribal, the design engineers, and Attorney C. Arthur Nisson for analysis and report back to the directors next Wednesday. A week later, on Aug. 6, the diretcors will decide whether to award contracts.
James Scott Gets Sergeant's Rate
WITH U.S. FORCES ON OKINAWA. — James Scott, whose wife, Geraldine, lives at 117 S. Turner st., Fullerton, recently was promoted to sergeant while serving on Okinawa, an island rapidly becoming one of the strongest U.S. military outposts in the Far East.
Known as the "Gibraltar of the Pacific," the island, part of the Ryukyuus command, is within bomber range of every important target area of eastern Asia.
A gunner with Battery D of the 65th anti-aircraft artillery battalion, Scott entered the army in March 1951 and arrived on Okinawa last July.
His parents live at 8361 E. Commonwealth, Fullerton.
Fire produced all artificial illumination until electric light was introduced in the 19th century.
