Benefits of New Social Security Law Amendment Clarified
About 8500 persons in the Orange county area will receive higher social security payments beginning early in October as a result of the social security amendments signed into law July 18.
Garrett W. List, manager of the Santa Ana social security office, emphasized that no one needs to apply for the increased payments. "The Social Security Administration is already changing the amounts," he pointed out. "We expect to get them changed in time to have them in the mail Oct. 3, the regular delivery date, but, if in a few cases we don't meet the schedule, we'll send the regular check and make up the difference in a later check."
List pointed out that although nearly every family receiving payments would receive an increase, the additional amount would not always be divided among all the members of the family receiving monthly checks. In some cases the entire increase will go to the retired worker.
Under terms of the law, most families will get an increase of about $5.00; some will get less, some will get more. The amended law provides a new formula for determining the amount of payments in these cases. Under it, a retired worker's monthly benefit would be 55% of $100 of his average earnings plus 15% of the up to $300.
Earning Increase

Rubber Joints Accepted for Sewer Outfall
Pinning their expectations on a new type tubular rubber joint, design engineers for the county sanitation districts said today they anticipate a saving of from $250,000 to $500,000 on the contract for the big 72-inch outfall line when bids are opened Wednesday evening in Santa Ana.
The tubular rubber joint has been thoroughly tested with a number of contractors as witnesses, said Engineers H. J. Harrison and J. A. Woolley of Santa Ana. It is one of three types of joints specified for the 7,000-foot marine section of the outfall which is expected to cost from $1,600,000 to $1,900,000, depending upon the type of joint used.
The 2100-foot land section of the outfall will cost from $340,000 to $350,000, the engineers estimate.
Besides the savings in the cost of the joint itself, the engineers believe that bids to be opened will reflect anticipated economies in the labor costs of laying the line.
In using balloons to lift weight, it takes about 14 cubic feet of helium to lift one pound.

Earning Increase

Oil Co. Tax Appeal Referred To Courts
Appeals of the Southwest Exploration Co. and Signal Oil and Gas Co. to the county supervisors to reduce their assessments of Huntington Beach tideland oil pool wells to "zero" so far as Huntington Beach city taxes are concerned, is a matter for the courts to decide, the supervisors have ruled, on advise of the county counsel.
The oil companies facing a city tax of about $18,300, contend that the city's annexation of water area to the three-mile limit is invalid and therefore the attempt to tax the oil company wells in that area are illegal.
County Counsel Joel Ogle advised the supervisors that they have no jurisdiction as a board of equalization in the case, as the question of the city's annexation is one for the courts to determine.
