ANAHEIM, CALIFORNIA
School Superintendent Cautions Against Hasty Expansion Act
Paul Cook, Anaheim's superintendent of elementary schools, yesterday indicated Anaheim should observe a proceed-with-caution attitude in proposals for expansion and realignment of the school systems.
Mr. Cook spoke before the Anaheim Rotary club where he pointed out that inflation and expansion are the chief problems facing the schools.
He stated that "schools are expensive" but said no other public institution has "repaid you so well in the public schools."
The superintendent said it is the intention of the elementary school board to tap every resource possible before embarking on an expensive building program to take care of the 400 additional youngsters who might descend upon the schools in the near future. About 450 new students entered the schools this year and another jump is expected next September. There are now about 2350 pupils in the grade schools and Fremont school.
He explained that the board has determined the most inexpensive course in obtaining additional classrooms is to re-convert the old Broadway school into a first class elementary school to make it ready to take an overflow of children expected to arrive with the completion of several hundred new homes on the eastern fringes of Anaheim.
SPEAKING OF the proposal to build two new junior high schools plant right now. If the vote on merging the seventh, eighth, and ninth grades with the high school district is successful on Sept. 23, two new junior high schools would be created. One would be built near Cypress and the other would be located in Anaheim.
If the high school board elected to construct a new junior high in Anaheim, it was pointed out, the elementary school board would have a school plant (Fremont) on its hands which is much too elaborate for a grade school.
However, it has been proposed in some quarters that, if the school vote carries, Fremont should be sold to the high school district to be used as a junior high and the money paid for it could be put into expansion of the grade school system where needed.
MR. COOK advanced the idea that consideration should be given to purchase of Fremont because of a belief that the construction of two complete new school plants would cost more money than the district could raise.
He also said further consideration might be given to a relatively inexpensive program of building more classrooms onto the existing Anaheim high school plant to take care of a foreseeable rise in high school enrollment. This, he indicated, might relieve the pressure until some future time when the junior high schools could be built on a more advantageous construction and economic situation.
SPEAKING OF the proposal to build two new junior high schools and add them to the Anaheim Union high school system, Mr. Cook said the elementary school board felt some concern for the future of Fremont school under such a plan. Fremont, he pointed out, is a good junior high school.

This, he indicated, might relieve the pressure until some future time when the junior high schools could be built on a more advantageous construction and economic situation.
Mr. Cook emphasized that he and the board did not oppose a junior high school program. He and the board, he pointed out, are searching for the best way to save money and avoid a large construction program at a time when building costs are sky high and the future needs of the school systems are not yet completely in focus.
He also said Anaheim would be required to provide some 52 per cent of the money for the Cypress school.
Mr. Cook indicated that the voters of Anaheim must decide if they want to subsidize, in effect, a school program in the western part of the county. Forty-five per cent of the students reside in Anaheim, but the city would provide 52 per cent of the funds for the over-all junior high school program.
DURING THE program, the Rotarians heard several selections by the Harmonettes, a group of 15 young ladies from Fremont school. Miss Harriet Schadewald, music instructor, was the piano accompanist.
Program chairman was Walter Taylor.
Other Rotarians heard from during the course of the meeting included Mel Gauer, Robt. H.
