Methodist Conference Closes with Leave-Taking Shot at Smoking
SAN FRANCISCO (UP) — The Quadrennial General conference of the Methodist church closed a legislation-packed 14-day session last night with a parting shot at smoking.
Socialists Ahead in British Vote
LONDON (UP)—British Socialists have scored strong gains in the opening phase of small town and rural council elections that last through Saturday.
Conservative headquarters conceded they were losing ground in this test of political sentiment among 20 million voters, just as they did in last month's county council elections when Laborites scored a landslide in London and made big gains in other large centers.
The Socialists narrowly lost control of the national government last October, after six years in power. They contend the local elections show the Tories already have lost the country's confidence and should submit to a new national election.
There is no official centralized reporting of returns in this week's elections, but reports gathered by both the major political parties showed a strong trent to the Laborites.
The Laborites claimed a net gain of 90 seats. The Conservatives said the Socialists, of 1204 seats decide, had won a net of only 68. The Conservatives admitted net losses of 49 seats they held and recorded 19 more losses.
In the final, fast-moving session the conference voted to continue the no smoking pledge required ministerial candidates. It veered against giving full ministerial rights to women, set forth church's view on war and peace made a change in the church's social creed, and set up a new body to study social and economic relations.
Church spokesmen said the conference made more major changes in church organization than since the first conference of United Methodist churches in 1975. It also handled a record number of legislative petitions.
From a survey commission report on overhauling church structure, the conference chose the controversial parts and ordered them enacted. It agreed to reorganize the organization of the 40,000 churches, making an expanded facial board the administrative thrity in each.
The 720 delegates from some countries passed resolutions urging for elimination of racial discrimination and censuring the official Methodist Federation. Social action, which many men labeled leftwing, they argued that Negro churches might white jurisdictions of all parishes consented. They decided to daind pastors could administer the sacraments only if they were studying for ordination.
To run church agencies until Quadrennial conference of delegates voted a record budget of 11 million dollars each of the next four years.

TRAVIS AIR FORCE BASE, Calif. (AP)—Lt. Clarence B. Wigley, Jr., a B-29 pilot who lived in a church belfry several weeks, has been issued an Air Force discharge "under conditions other than honorable."
The Air Force said yesterday he was permitted to resign in lieu of a court martial on desertion charges. He was paroled to his father, Clarence B. Wigley, Sr., Wichita Falls, Tex.
The ex-flier, arrested last week, said he was the "phantom" of the Vallejo, Calif., Seventh-Day Adventist church belfry, who unlocked doors and removed food and dishes.
Wigley's discharge is a type without the penalty of a dishonorable separation, but without the privileges of an honorable one.
Juvenile Held For Shooting, Stabbing Child
HARRISBURG, Pa. (AP)—Fourteen-year-old John Sarver II was lodged in the children's detention home here today in the fatal shooting and stabbing of a 13-year-old companion.
District Attorney Huette F. Dowling said charges would be filed tomorrow. He did not specify what they would contain.
Sarver was taken into custody yesterday, Dowling said, after he admitted "accidentally" shooting Kenneth Teacher, Jr., and then disemboweling him with a machete.
Dowling said Sarver told him he became "sacred" after the shooting Monday night and plunged the big knife into Teacher's abdomen to disguise the bullet wound from a .22 calibre rifle.

Large Water Tank Built at Northrop
Construction of a new 350,000 gallon steel water tank has been completed at Northrop Aircraft's Anaheim division, company officials have announced.
The tank is 30 feet high and has a diameter of 45 feet. It will use four electric and gas-driven pumps to supply the factory with water under 65 pounds pressure in emergencies.
Although almost entirely fireproof, the Northrop-Anaheim building is equipped with a completely automatic sprinkler system. The new water reservoir assures an adequate supply of water for the system at all times.
Fire control instruments for the U.S. Army Ordnance Corps are currently being produced in quantity at the Northrop-Anaheim division.

Orange County High School Seniors To Visit Santa Ana College Campus
Seniors from six Orange county high schools will visit the Santa Ana campus on Wednesday, May 7.
When the high school students arrive on the campus at 9 a.m., they will be served orange juice and doughnuts, followed by an official welcome by Dr. Daniel C. McNaughton, director of the college.
After the welcome Dr. McNaughton will introduce the heads of the English, social science, and music departments who will give short talks on the courses and educational opportunities offered within their respective fields.
Following these talks, high school students will be divided into groups, according to their major interest, for a tour of the campus and for the opportunity to talk to faculty members teaching in the student's interested field.
The tours will include the agriculture, art, business education, drama, engineering, English, homemaking, social science, physical education, foreign service, and journalism departments. The guests will be escorted through the Don campus by members of the Knights and Las Doncellas, honorary service' clubs of the college.
High school students visiting the campus will come from Anaheim, Garden Grove, Laguna Beach, Orange, Tustin and San Juan Capistrano.

Church Asks Site Within 100 Yards Of Public Bar
SACRÁMENTO (CNS) — The state board of equalization had a new type of request recently, when a letter was received from a church seeking permission to establish itself within a hundred yards of a public bar.
Usually, the board's mail contains protests from churches, arguing that bars are seeking to establish themselves too close to a church.
The unusual request, however, was to make certain that establishment of the church would not interfere with the operation of a bar in a nearby bowling alley, apparently owned by the same landlord who didn't want to lease to the church if the religious organization planned a protest.
The minister was informed that the Board of Equalization has no jurisdiction over the location of churches, it already has enough trouble over the location of bars.
Location of the church and bar is at Alida ave. and Northwood dr., in Brentwood Village, South San Francisco, and the church assured the board the arrangement was only temporary.

Associated Chambers Move to Support North-South Bypass Road
Gen. Stanley E. Ridderhof presided at the board meeting of the Associated Chambers of Orange county when they met in the Carbon C. Tubbs plant at 10842 S. Western ave., with the Stanton Chamber of Commerce as host.
An informal supper was served to 80 guests, Mrs. Harold F. Lewis, secretary; Mrs. Julian P. Black, director, and Mrs. Moreland W. Shruman, director's wife, assisted President and Mrs. Dubbs in serving the buffet.
Howard Irwin, Justin Kennedy, Walter Schmidt, John Boyd and Ralph P. Maskey were elected as a nominating committee to select the candidates for president, vice-president, treasurer and five members of the finance committee and report to the board meeting June 2 at the Santa Ana Chamber of Commerce.
The old board accepted a proposal from the Fullerton Chamber of Commerce, presented by Vern Maple, to search out another major highway route running north and south through Northern Orange county to ease the traffic load on Hwy. 101, which runs through the heart of Fullerton. A route was proposed that would include Placentia ave. and then onto Associated rd. to connect with Imperial Hwy. and Brea Canyon rd.
Progress in eliminating Tin Can beach and the creation of a state beach in the strip between Huntington Beach and Sunset Beach was reported by Ralph Mackey, chairman of the coast affairs committee.
Maskey also reported that funds might be available for an aquatic park in the Upper Newport bay region from the Harbor commission and the State Park commission.
Willis F. Miller of Santa Ana was reappointed on the agricultural committee and the nomination of Glen Harris of La Habra, and Mrs. Mary Topper of Newport Beach to serve on the same committee was heard.
