President Asks Congress to Give Newbold Morris Subpoena Power
WASHINGTON (AP) — President Truman today asked Congress to give cleanup boss Newbold Morris power to subpoena any person or document he needs to investigate scandals in government.
The president asked the legislative authority in a special message submitted shortly after a news conference at which he said also that he will find office space for Morris and his staff outside the Justice department—No. 1 agency on Morris' inquiry list.
Morris himself said shortly after his appointment as a special assistant attorney general that he didn't have subpoena powers and didn't want them.
"In many cases where government employees have been subject to outside influence, the most essential evidence is not in government hands."
Fullerton Resident Dies Wednesday
Mrs. Martha D. Godentorf died at the home of her daughter, Mrs. Viollett White, Fullerton; Wednesday, at the age of 77 years. She was born in Germany and has been a resident of Fullerton for over two years.
Surviving are two daughters, Mrs. White and Mrs. Ermen Stevens of New Hampshire. The body will be sent to Maryland.
New Self-Empower Majority of P
who are engaged in a trade business as sole proprietors, partners, or who render services as independent contractors themselves confronted with necessity of including, as a part of their income tax return year, a new self-employment which makes them engrossed age and survivor status commonly called social benefits, as a safeguard against the occurrence or outage of encey.
This new provision, which quired rather than being opened requires the payment of two quarter per cent of net cash from self employment, up to total of $3,600.00; and the pay is made as a part of the tax return to be filed on or March 15, 1952. This pay will provide for four quarters social security coverage; but the payment to be made at time applies to self-employment income realized in 1951.
All self-employed persons covered by this new provision with the exception of the filing: ministers and members of religious orders in the performance of their duties; physicians, yers, dentists, osteopaths, natrians, chiropractors, pathologists, optometrists, Chi Science practitioners, arch accountants, professional nurses and funeral directors.

Certain types of income do constitute "not earnings self employment," and there persons receiving such income not required to take into consideration in determining income from farming.

Trial Continues in Los Angeles Over Communism
LOS ANGELES (P)—The question of how peaceful were the actions of the communist party since it dominated the federal conspirion trial of 19 California party leaders.
With cross-examination of the government's first witness, Dale Saunders, still struggling after chief defense attorney Ben M. Golis was expected to press a point further today.
Continual defense counsel questioning brought admission from Saunders yesterday that he owed the party in 1945 because it was violent enough and "someone was watering down the old party line of overthrowing the government."
"We were taught not to sit back and wait for change, but to go on and make it," Saunders testified. However, under Margolls' questioning, Saunders also admitted that was taught that Marxist Lenin had as its main objective "a higher form of freedom" than capitalism.
The defendants maintain that the party seeks socialistic change by peaceful, constitutional means not by overthrow of the present government. They are charged with conspiring to teach and advocate violent overthrow.
Saunders faced another legal siege on the stand, similar to today's four-hour ordeal, as the five-man defense legal staff used every means to impeach his testimony. The prosecution was forced to delay plans to put its second witness in the box.
New Self-Employment Tax Faces Majority of Persons in State
In many instances a nascent and wife operate a business together, and the business has been established by the use of community property funds. Only one of them may be covered by this new social security provision.
The Bureau of Internal Revenue rules that in such a case, even though all the income from the trade or business is community income, all the gross income and deductions shall be treated as the gross income and deductions of the husband, for social security purposes, unless the wife exercises substantially all of the management and control of the business, in which case all the community income is to be considered as income of the wife.
This rule means that only one of the spouses can be covered, and the one to be so covered is the one who exercises substantially all the management and control of the trade or business. It does not, however, preclude the filing of joint income tax returns.
DEATH RATE RISES IN EASTERN GERMANY
BERLIN (P) — Higher death rates and growing anti-communism have dipped East Germany's population sharply in the last year, a survey showed today.
The West Berlin Research Institute said the east zone population has fallen to a new low of 17,300,000 and that at least a half million men, women and children have fled to the West in 1950 and 1951.
Western Germany, in the meantime, has grown from 46 million several years ago to approximately 48 million.

Certain types of income do not constitute "net earnings from employment," and, therefore, persons receiving such income are required to take into consideration in determining their self-employed income. These are: income from farming; income fromorest and dividends, unless relied as a dealer in securities; and losses resulting from sale or exchange of capital assets; and rental income, unless relied by a real estate broker.
The question of whether or not total income is to be treated as employment income depends on whether or not services are rendered in addition to the rent: the property. In general, payments for the use or occupancy of private residences or living spaces in duplex or multiple house projects are considered as gains from real estate, and before, are not counted as self-employment income. However, items for the use or occupancy of room or other space whereaces are also rendered to the tenant, such as rooms in a ho-boarding houses, apartmentes which furnish hotel servi-tourist camps, or space in living lots, warehouses or storagegages, are deemed not to constitute rentals from real es-land so are to be counted as employment income.
