County Completely Under New Parcel Number System of Tax Billing Plan
Orange county this year will be for the first time completely under the new parcel number system of tax billing. County Assessor Hugh J. Plumb announced today.
"That burst of cheering heard from the county assessor's office last week meant completion of the last map of between 2000 and 2000 we have had to make in installing the new parcel system of tax billing," explained Plumb.
It marked the end of a five-year change-over project.
No taxpayer this fall will find the long and complicated "metes and bounds" legal description of his property on his tax bill. It will have simply a parcel number.
There are between 120,000 and 130,000 parcels in all under the new system, whereas formerly, under the old system, there were approximately 200,000 tax bills required, because some pieces of property, under a quirk in subdivision proceedings, would have several different legal descriptions, each requiring a separate tax bill.
In addition, where one owner has several adjoining parcels, Plumb has been able to boll them down into one parcel number and one tax bill.
Some sections of the county, including the cities of Brea and La Habra, have been billed under the parcel system for three years. Santa Ana has had the system two years. The assessor's office has been making the change-over at the rate of 30,000 to 40,000 parcels a year. While the entire county the taxpayer, actually was subject to inaccuracies. The taxpayer need merely his finger on a general map, ing the location of his property thus indicating which maps covers his property. There are map books, each containing 29 maps. The map book shows the legal description of property included in that book, as well as parcel number. So the taxpayer can compare legal description with the his own possession, and very accuracy of the parcel number his tax bill.
Orange county is the first state's larger counties to cover the change to the parcel n which was recommended by counties by the state board equalization. Plumb stated.
The new system is set to provide for needs of a 29-year—1948 to 1968. It will run annual amending, due to tur in property ownership, amo to 30,000 to 40,000 parcels Plumb estimated. But where

Plumb has been able to boil them down into one parcel number and one tax bill.

While the entire county will be covered this year, it will require another year to really "polish" the system, Plumb stated.
The new parcel system saves the taxpayer a pretty penny by reducing operating costs of those county departments which handle the tax roll, said Plumb. But some taxpayers have been complaining, and are being encouraged in some quarters to complain more about omission of the legal description from the tax bill.
Assessor Plumb defends the new parcel system and says that chief complaint comes from "pressure groups" that deal with legal descriptions in their business and are agitating retention of these descriptions in order to make matters more convenient for them—at the expense of the whole body of taxpayers.
The request from some realty boards that the tax bill include an abbreviated legal description is not practical, said Plumb. Nor, he added, could this be done with the equipment in use.

The Men's Brotherhood Christian church met on Tuesday evening in the church dining room. A program of sacred music presented by "The Churches"—youth choir from Westside and First Church churches in Long Beach, Los Angeles director.
The evening closed with showing of the film, "Co Challenge"—the story of Union Oil Co., of California.
Jack Leigh, Brotherhood dent, presided with invocation Lem Green, Protestant chapel at the Orange county jail.
The dinner was served by One of the Women's Council the direction of Mrs. Glenn Circle president.

Men's Brotherhood Held in Church
The Men's Brotherhood of the Christian church met on Tuesday evening in the church dining hall. A program of sacred music was presented by "The Christian-sirs"—youth choir from the Westside and First Christian churches in Long Beach, Levindy Collins, director.
The evening closed with the bowing of the film, "Constant Challenge"—the story of the Union Oil Co., of California.
Jack Leigh, Brotherhood president, presided with invocation by Tom Green, Protestant chaplain the Orange county jail.
The dinner was served by Circle of the Women's Council under the direction of Mrs. Glenn Kirk, circle president.
