Political Review In California For 1951 Season By MORRIE LANDSBERG SACRAMENTO (P)—A letter to 12 months— Dear 1951: We've been looking back over the political scene in California—all the big words and arguments, speeches and maneuvering. Of course, 1950 had it all over you. There was a primary election in May and the sizzling finals in November. The legislature met twice. Something was going on all the time. But you had your points, 51. You might say that the people made the big political news—the 10,500,000 of us counted in the 1950 census. California's growing stature began to pay off in your time, '51. That's where you come in. Sure, the 1951 legislature hit the headlines with its 120 days of lawmaking. It acted on some 6000 bills. A record, no less. But life went on pretty much the same. The legislature said "no" too many times. And remember the Democratic outcry against the Republican reapportionment program? The anguished howls over the way the early in power reshaped legislative Anaheim Gazette by JOHN S. NEUBAUER WEATHERLINE — Southern California's heaviest rain in five years drenched the parched earth of Anaheim and its environs and turned many streets into rivulets. NEWSLINES—A holiday Sunday school outing ended in the death of 13-year-old Jimmy Stives Jr. and injury to Don Phillips, 23, on Mt. Wilson. The youth plunged 300 feet down the lly slopes of San Antonio canyon ... A slight earthquake, centered about 120 miles south of Los Angeles jolted Anaheim and Orange county Christmas Day. No damage was reported ... Considerable anxiety was caused by the report that the 40th Division might be in Korea. Gen. Matthew Ridgway's Tokyo headquarters, officially denied rumors that the division had been sent to Korea or a replacement ... Restriction on steel and the decline of the dollar are threatening California's 18-year-freeze construction project. LEGAL NOTICES (Feb. Anaheim Gazette, Dec. 17, 24, 21, 1951.) RESOLUTION OF THE BOARD OF TRUSTEES OF THE ANAHEIM SCHOOL DISTRICT OF ORANGE COUNTY—CALIFORNIA December 11, 1951 Or motion of Trustee Rector Lodge, dated December 24, 1951, directed the following Resolution was adopted: WHEREAS, the Anaheim School District of Orange County is the owner of that certain real property hereafter described, and WHEREAS, In the Judgment of the Board of Trustees the public use of said property will not be substantially interfered with if said land is included within a community lease embracing offending lands for the production of oil and other hydrocarbon substances. NOW THEREFORE BE IT RESOLVED that it is the intention of the Board of Trustees of the Anaheim School District of Orange County to include the lands hereinafter described, owned by said School District, in a community oil and gas lease embracing adjoining lands; that the minimum rental for which said property will be leased shall be the payment of One-sixth (1/6) collectively to the Lessors of said community lease of the value of all oil produced, saved and sold from the leased lands after making the customary deductions for temperature, water and other impurities; that the terms of said lease and minimum rent were particularly set forth in that particular form of community oil and gas lease approved by the Board of Trustees of said Anaheim School District and which form of lease is now on file in the Office of said District; that reference is hereby made to said form of lease for full particulars as to the terms and conditions thereof; that the oil, gas and other hydrocarbon substances shall be extracted by means of well drill or drill hole operated, and of surface operations in regards to which shall be conducted solely and exclusively on lands, the owners of which expressly agree to do so; and that under no circumstances shall surface operations be conducted solely and exclusively on lands, the owners of which expressly agree to do so. Sure, the 1951 legislature hit the headlines with its 120 days of lawmaking. It acted on some 6000 bills. A record, no less. But life went on pretty much the same. The legislature said "no" too many times. And remember the Democratic outcry against the Republican apportionment program? The anguished howls over the way the party in power reshaped legislative and congressional districts? In the end, though the courts found it all legal, and that was that. The were big moments for Governor Warren in 1951, too. He was sworn in as the state's first third-term governor in January. He watched this 18-year old daughter Nina (Honeybear) overcome polio and begin to walk again. He said yes he'd like to be president. And right after the governor agreed to go after the 1952 Republican nomination, he was elected to the hospital by his doctor. His appendix made a line specimen, they say. Still, we can't get over how much the 1950 census affected the state politically in 1951. It established California as second only to New York in population, you know. And assorted political plums began to fill our way. For instance, the state's growth entities it to seven more congressmen. We'll have 30 in all to speak up for us in Washington. The new members will be elected next November. Then, California will have a stronger voice in selecting party candidates for president and vice president. This state will be the third most influential with its 68 votes at the Democratic national convention in Chicago. That's a gain of 14 votes. New York will have 94 and Pennsylvania 70. And the Republicans jumped their California delegation from 53 in 1948 to 70. You can bet that Earl Warren isn't unhappy over that. The way it looks now, he's going to need a lot of help. The laws jolted Anaheim and Orange county Christmas Day. No damage was reported... Considerable anxiety was caused by the report that the 40th Division might be in Korea. Gen. Matthew Ridgway's Tokyo headquarters, officially denied rumors that the division had been sent to Korea or a replacement... Restriction on steel and the decline of the dollar are threatening California's 10-year-treeway construction program. Paul Harding, assistant state highway engineer, said John Phillips, Orange county's representative in Congress, was listed as being one of 70 House members employing persons with same last names. A check shows that Dorothy G. Phillips draws a slay of $707.67 monthly. Danny Hernandez, 6-year-old Fullerton boy, lost his right eye when struck by a crude home-made arrow shot from a bow by Michael Flores, 8, with whom he was playing "Indian war games" in a neighbor's back yard. ACCIDENTS — Christmas Eve accidents added two more to Orange county's 1951 record highway toll. Joseph Paul Dleward, Jr., 32, was killed instantly when his car crashed head-on into bridge south of San Juan Capistrano. A pedestrian, Thomas Elbert Taylor, 66, of Arlington, died of injuries sustained when he walked into the side of a car driven by Harold Manning. COURTOPIX—Mitchy Maumcheff, 40, former Arizona special deputy, was bound over to superior court to answer grand theft charges growing out of his "borrowing" money from 41 California banks ... Gerald Bonebrake, 21-year-old Lagman, is being held in the county jail charged with murder and assault with a deadly weapon as a result of the holiday shooting spree in which Robert V. Shaw, 19, was killed. S. B. Kaufman, Anaheim criminal lawyer, will represent him... Two youths, William R. Leewen and Joe Collier, were given probation for breaking windows in Santa Ana. They were sentenced to three month terms in the county jail for similar offenses in Anaheim... Beanie F. Baker was jolled Anaheim and Orange county Christmas Day. No damage was reported... Louisa Murray, 80, a native of Chicago, Ill., but a resident of California for 26 years and of Anaheim for 14 years, died early Sunday at an Orange hospital after a brief illness. She is survived by two daughters, Mrs. Pete Blockster of Compton and Mrs. Warren Hodges of Anaheim; two sons, Joseph Murray of Walsenburg, Colo., and Wendell Murray of San Bernardino; two brothers, John H. Barker of New York and Charles A. Barker of New Jersey; nine grandchildren and five great-grandchildren. She was a member of the Methodist church in Walsenberg, Colo., and was a member of the Order of the Eastern Star. Funeral services will be conducted from the Hilgenfeld chapel Wednesday at 11. Rev. Howard S. Congdon will officiate. Burial will be made in the family plot in the Masonle cemetery at Walsenberg, Colo. Fullerton college defeated Modesto, 51-38, to take the consolation bracket of the Sam Berry JC basketball tournament at Glendale. Glendale won the title. TRANSITION—Six births, two marriage licenses and one death were registered last week. It was a daughter for Bernardo and Margaret Yorba.
