AND AS THINGS EVENTUALLY TURNED OUT IT WAS GOOD THEY HAD PLENTY OF SPACE BETWEEN THEM AND THE GROUND Rail Brotherhood Walk Out on Board Meeting Over Pay WASHINGTON (UP)—The Brotherhood of Locomotive Firemen and Enginemen today walked out on hearings before a presidential emergency board saying that they were "doomed to failure" in advance. Attorney Harold C. Heiss represents the union which has been involved in a two-year-old dispute over a 40 hour week, higher pay, and resistance to operating rules changes sought by the carriers. He threw a bombshell into the proceedings today by announcing at the end of an opening statement that the union would go no farther in the proceedings. A quick recess was requested by Howard Neitzert, counsel for the carriers, who said they were taken by surprise. The three members of the board appointed by President Truman when the firemen threatened a nation-wide walkout on Nov. 8, also went into an immediate huddle. Heiss had attacked Mr. Truman's selection of the personnel of the three-man board as "unfortunate." The attorney said that one member, Andrew Jackson, of New York City, had been objected to in advance and the media board had been asked to never appoint him to any job having to do with a railroad dispute. Another member, George Cheney, of San Diego, Heiss said, had recently handed down an arbitration ruling on one of the very rules changes involved in the fire- State to Perform Duty on Relief SACRAMENTO (UP)—The county is going to press California counties to perform their duty preventing chiseling on rolls, says Charles I.
