MOD Manager Russell Cites Failure Of Citrus Prorate to Maintain Parity
REDLANDS—The citrus provate has failed on its own record. The California-Arizona industry is no closer to parity—prime reason for regulating shipments—than it was the day prorate was legislated.
The flat statement was made today to over 200 growers and shippers gathered at the University of Redlands for the 46th annual meeting of Mutual Orange Distributors.
The speaker was Robbins Russel, general manager of the cooperative, who slanted his opening remarks toward the upcoming department of agriculture referendum at which growers will vote on whether to continue the controversial volume proration of citrus shipments.
Repeal Not Complete Solution
But Russel qualified his unequivocal condemnation of the prorate by warning that voting it out of existence would not solve all the citrus growers problems.
"We have tried prorate and it has failed. It proved that you can't legislate demand. Now let's try something else. MOD as an organization has historically advocated higher quality standards and an improvement in the present price mechanism. We must work not only toward stabilized quality but stabilized prices as well."
Russel showed a series of detailed graphs to prove his point that the citrus industry is no nearer to parity today than it was five years ago. On-tree prices for fresh citrus in November 1947 averaged $1.35 per standard box, while parity was $4.14. In October 1951, on-tree prices averaged $2.29 and parity was $4.27.

From his remarks on prorate Russel switched to what he termed the basic challenge to agricul-

Prices Up, Sales Down on Valencias
Large size Southern California valencia oranges were bringing substantially higher prices and smaller sizes were moderately higher on a reduced sales volume during the week ending Nov. 24. Light arrivals and the Thanksgiving Day holiday combined to lower sales about 100 cars below those of the previous week; the f.o.b. average rising about 25 cents a box.
Prorate for the week ending Dec. 1 was set at 1000 cars of Central California navels and 140 cars of Arizona navels. In addition, open movement on Northern California navels and Southern California valencias was expected to add about 100 more cars to next week's volume.
Florida estimates shipments next week at 1800 cars of oranges; 600 cars of tangerines; and 800 cars of grapefruit.
Demand for California lemons was steady during the week ending Nov. 24. Sales were slightly ahead of those of the previous week with the f.o.b. average price about unchanged. Prorate for the week ending Dec. 1 was set at 260 cars of lemons by the Lemon Administrative committee, an increase of 25 cars over this week.

Theft charges against Frank Belmont, Anaheim grower and packer, have dropped upon the recommendation of the state attorney general's office. Belmont may file against Alford Olmstead, Co. attorney, for false arrest. Strictions placed on entry into government lands in the O'land National forest have been lifted. Forest Supervisor Hinton Pyles stated. The lands have been closed since July 1 because of the high fire hazard.
ONE MORE—112: The handwritten George O. Buckman, 28, of Francisco was added to the city's record death toll. Excess speed was a contributing factor in the Doheny Park highway fatality.

Premier of Iran Wins Confidence Vote in Senate
TEHRAN, Iran (AP) — Premier Mohammed Mossadegh won a unanimous vote of confidence in the Iranian Senate today, paving the way for national elections in the next two or three days.
The vote followed a similar ballot in the Majlis (lower house) yesterday when Mossadegh persuaded the deputies to reverse their earlier decision to postpone the elections until Dec. 18.
Deputy Premier Hossein Fatemi told newsmen the government plans to start the election within two or three days and that Mossadegh would announce the time over the national radio.
The Senators also put through a bill asking that balloting be secret. Mossadegh said he personally favored secret voting but added that he gave the bill "half of one per cent of a chance" for ratification by the Majlis.
The outlawed communist Tuduh party already was reported placing candidates in the field under false party labels.
The aged nationalist faction premier won a 90-0 vote from the lower house yesterday after a tearful appeal for support. It was his first visit to parliament since his return from the United States.
Fifteen Majlis members abstained on the confidence vote. Twenty-four Senators were absent from the voting today, but all 38 present voted with the government.

SINGAPORE (AP)—K. S. Lee, a Hong Kong official, a Hong Kong area importer, such as fringe area imagery may have some popular representatives state, on saving the taxpayers' activities which many be extraneous and should not part of the government.
The proposal simply prevents the government from donating any money to civic organizations, such as chambers of commerce, or other promotional associations for any purpose.
Large Appropriations
It is customary at the present time for city and county governments to make annual appropriations to such organizations. No tabulation has ever been made, as far as can be determined, as to how much of the taxpayer's money is allocated annually in California for this purpose, but it is admitted that the total will run into important money.
If adopted, the initiative would have the effect of wiping out both the County Supervisors association and the California League of Municipalities, which are two of the most powerful lobbying organizations in the state.
Other organizations affected would include the California State Chamber of Commerce, the All-Year club, the Redwood Empire association, the Shasta-Cascade Wonderland group, as well as chambers of commerce in all cities and a myriad of smaller associations, such as fringe area imagery.

SINGAPORE (UP) — K. S. Lee, a Hong Kong physical culturist, doesn't think much of the women in Singapore. "Singapore women's hips, legs and ankles are tough! And what's more, they don't walk gracefully," he told newsmen here. But he had a good word, too.
Singapore women, he said, "are kinder, more charming, simple and sincere than Hong Kong women."

Howard Marquise Dies Yesterday
Mr. Howard E. Marquise died Sunday at his home, 728 N. Sabina st., at the age of 59 years. He was a two-year resident of Anaheim, coming to this city from Pocatella, Idaho.
He is survived by his wife, Ronnie; one daughter, Miss Jean M. Marquise and one brother, Earl, of Los Angeles.
Funeral services will be held in the chapel of Backs Campbell and Kaulbars Wednesday at 3:30 p.m. with the Rev. Howard Congdon officiating. Interment will be in Loma Linda cemetery.

Nations Gird for McLain Bid
McLain proposals, the initiative may have some popular appeal, representatives state, on the basis of saving the taxpayers money on activities which many believe are extraneous and should not be a part of the government function.
It is this appeal which is causing the organizations to get set for a primary battle in the event the initiative qualifies and is placed before the voters. There is little chance, it is pointed out, that the initiative will fail of qualification, as McLain's pension organization has the means to obtain sufficient signatures for almost any measure it chooses to put before the people.
The proposal was "cooked up," it is indicated, as the result of opposition on the part of the supervisors association and state chamber of commerce to McLain's proposal for increasing the old age assistance payments, and returning administration of the program to the state, a proposal the people will vote on at the next general, or special election.

WASHINGTON (AP) — Senator Byrd (D.-Va.) said he regards President Truman as "weaker today than any" other possible democratic nominee for the presidency in 1952 and he does not think the president can be re-elected.
Byrd, perhaps Mr. Truman's bitterest critic within his own party, said however it is his personal belief "that he is going to run if he thinks he can win," and added: "I've been doing all I can to help him make up his mind. Do not think he can be elected nominated."
Mr. Truman has said he has decided whether he will run again but is not ready to announce his decision.
Meanwhile, Senator Alken (R.-T.) proposed that the Republians nominate for the vice presi-ency the Senate's only current woman member, Senator Mar-ret Chase Smith of Maine. Mrs. Smith said she is not a candidate.
Byrd, in an interview with the magazine U. S. News and World Report, left little doubt if Mr. Truman wins the Democratic nomination again, he will continue to oppose him. In 1948, the senator opposed him up to and during the party convention.

Mrs. Rosalee Kraemer died at her home, 207 N. Palm in Olive Saturday at the age of 78 years, he was born in Switzerland and had been a resident of Olive for years.
