Salt Water Intrusion in Orange County Labeled 'Critical' Salt water has penetrated an even dozen underground water basins along the California coast, but the Orange county basin and Los Angeles west basin are the most critically affected of all, according to Paul Baumann, assistant chief engineer of Los Angeles county flood control district. The critical local situation represents one of the principal factors behind the move for annexation of the Orange County Municipal Water district to the Metropolitan Water district, a proposal which will come before the voters October 16. The other chief factor, of course, is extreme depletion of the local water supply, under an annual overdraft running 24,000 acre feet or more annually, due to rapid population growth and the seven years of drought. Annexation to MWD, water leaders point out, would give Orange county territory rights to more than 107,000 acre feet of water a year from the Colorado river, enough to not only replenish the local underground supply, but to build it high enough—five feet above sea level—to push the salt water back to the ocean. Studies are being made by the U.S. geological survey, also under a $750,000 appropriation by the state legislature that is being used in Los Angeles west basin, to determine the extent of salt water penetration, and find out what to do about it. The inverted well system of forcing water below ground by pumping, to check the salt water front, is one method under study, but engineers have said that its cost is prohibitive. The practical solution then, water leaders say, is to import Colorado river water through annexation to MWD.
