NATIONAL HOME WEEK—SEPT. 9-16 Council Buys Traffic Signal Anaheim councilmen Friday approved the expenditure by the city of approximately $2850 to obtain an automatic traffic signal for the intersection of Center and Olive sts. Last week approval for the light was received from the State Highway department contingent upon Anaheim's agreement to stand half the cost. Now that Anaheim's consent has been given plans and specifications will be drawn up for approval by both city and state. State action to install the signal was requested by the city some eight months ago. The privilege of home ownership in the United States is limited only by the desire and ambition of the individual citizen. Council Hears Electric Code First reading of a proposed electrical code for the City of Anaheim was held Friday after the City Council metjourned session. City Administrator, Keith doch said the new code will ardize local installations those of other neighboring and will include the National trical Code. Owners Warned of Threat to Rights Owners of real estate in California are the largest group of citizens in our state with a common interest. These people have no over-all organization through which they can function and receive information vital to their property rights, according to a report received yesterday by Elizabeth Arnold, secretary of the Anaheim Realty Board, from Earl Snyder, chairman of the committee on public relations of the California Real Estate association. "This is a deplorable situation which should be corrected just as soon as possible," Snyder said, in urging realtors and home owners to cooperate in establishing such a local group. "Property rights are being continually whittled away," he said, "by governmental rules and regulations which have the full force of law. The trend must be stopped before restrictions become so prohibitive as to destroy the rights which we have always felt were secure under the Constitution," he stated to local realty officials. "The most glaring and outstanding attempted rape of private property rights is fast becoming known as the 'Fallbrook Case'," Snyder said. "This near-tragedy is being enacted right here in California in an otherwise Arnold said. Here, virtually without warning," he stated, "an agency of the federal government is attempting to seize the water rights of 1400 farmers and townspeople whose rights have been long recognized under state law." "This action is being carried on by the agency on the theory that the United States has sovereign powers, and because it is sovereign, its right is above that of any private citizen," he alleged. "Support of the rights of property owners in the area will be given by the California Real Estate Association," he stated. The Board of Directors of that organization having authorized the filing of legal action to intervene in behalf of the private owners. "This situation merely complicates, however, that property owners must organize now for the purpose of protecting their rights." Snyder suggested. "It is only another step from the Fallbrook Case' to action to preempt—without compensation—all mineral rights of American citizens. This would be destruction of private property rights by interpretation and without the farmality of constitutional amendment," he warned the local realtors.
