For Results and Quick Feather River Water Project Funds Sought SACRAMENTO (CNS)—Legislative representatives in the Sacramento Valley will lose no time in seeking funds for the preliminary engineering features of the proposed billion dollar Feather River project. State Senator Paul Byrne, of Chico, made this statement in Sacramento recently when he made a special trip to this city to check up on progress of the project. Senator Byrne said that at the budget session of the legislature to be held next March, legislation would be introduced again asking for at least $750,000 to initiate the engineering surveys of the project, which call for construction of a multi-purpose dam above Oroville, a check dam and a system of canals which engineers vision eventually will carry Feather River water to the Mexican border. "The need for this water grows greater in California every day," Byrne said. "The water is there and what remains to be done is to work out the engineering and financial features of the project. There would be nothing gained by waiting until the regular legislative process." The Chico senator was co-author of the bill introduced by Senator Harold Johnson of Roseville at the 1951 session, which asked on appropriation of $750,000. The Senate Finance committee cut this to $100,000, and the assembly slashed all of the appropriation out of the measure leaving it merely a bill authorizing a project, but providing no money to carry out the intent of the measure. This did not deter State Finance Director James G. Dean however, who is also a member of the State Water Project authority, from indicating that some money could be found to get work started immediately. At the last authority meeting, plans were made to negotiate with railroads, utilities, the county involved, and property owners for rights-of-way. Previously, Dean filed applications for excess water under a state law which permits reservation of such water for the beneficial use of the state, and the people therein. It has also been indicated that some of the engineering steps can be taken before the legislature meets again. It is believed the state's law-makers will be more inclined to look with favor on an appropriation, which would probably be paid back out of revenue bond sales, if the preliminary plans, at least, can be shown. Some of the engineering features of the project, particularly the high lift over the Tehachapis, are still open to question, Senator Byrne said, but he points out: "From an engineering standpoint, the problem of getting water south and to the Santa Clara Valley, can be whipped."
