HART One of the things that is calculated to drive the taxpayer to drink may be happening this week, as the directors of the joint conty sanitary districts hold their customary session in the court-house. If it doesn't happen this week, it will occur sooner or later, because it has happened frequently in the past. The prospect is that it will happen this week. What is it? Well, these directors all come together for a meeting, at a cost to the county of approximately $400, for fees and mileage. And what does the county get for that $400? It gets one piece of paper signed. Four hundred dollars for a signature. Then the directors go home, perhaps to wait for another paper to sigh. It is not always that way. Some meetings transact quite a load of business. But many times the meetings are productive of nothing more tangible than the signing of a paper. Even worse, as recent painful memory serves us, these meetings have many times drawn a concerning facilities they would use. A host of other matters. These knots are being slowly nuraveled, at 0400 a twist. Sometimes just a paper is signed. Another $400 autograph. What appears to be needless expense of operating the legal machinery of government accounts for at least one of those deep furrows across the taxpayer's brow, and the flattened state of his wallet. But if he doesn't run out of $400, the show will go on. Right now, he feels like a poor prospect for the pants burglar. Sleepy Ostriches Get Special Lights Trying to keep the four racing ostriches awake for nightly performances in sensational Ostrich Derbys for the 1951 Orange County Fair was a difficult problem finally solved by adding extra-powerful floodlighting to the fairgrounds' arena. Like any other bird, the ostriches want to go to sleep when the sun goes down but nearly 100,000 watts of floodlights will play a trick on nature and force the ostriches to keep their eyes wide open during evening races at the 1951 Orange County Fair. But many times the meetings are productive of nothing more tangible than the signing of a paper. Even worse, as recent painful memory serves us, these meetings have many times drawn a complete blang, so far as accomplishment was concerned. For months upon months, the directors were embroiled in a tug of war that produced not one iota of progress. In fact, the sewerage program was set back at many a meeting as bitter disputes widened the breach between the contending factions. But each one of these meetings cost the taxpayers approximately $400. Whether the program went backward or forward, it still cost $400 a whirl. That has been going on since 1947, a stretch of four years. There were disputes over engineers, over administrators, over policies, over plans and specifications and who makes them. If someone had raised a question of how to part your hair, that would instantly have brought a deadlock. All at $400 a meeting, once or twice a month. Matters got to a point where, if Director A unexpectedly found Director B agreeing with him, Director A would instantly suspect his own position and change it. It still cost the taxpayer $400. Finally they did get together on calling a bond election, to finance the program, and the people hopefully voted the $8,308,-000 asked of them. It had taken two years to get that far with the project, but now surely things were moving along and the sewers soon would be built. Hah! Two more years have gone by, and the sewers still haven't been started. The bonds haven’t even been sold. They can’t be, yet, because it was discovered that a lot of preliminary steps had been overlooked. DIES—AND LIVES TO TELL ABOUT IT PENANG (AP)—Fifty-nine-year-old Prasraman Tambulong, an Indian overseer, "died" and when he awoke told a strange tale of visiting Hell. While relatives prepared him for burial, Prasraman claimed his spirit wandered for five minutes "in a strange hereafter where there was only bare land, without houses and trees." "It was drab, misty and weird. I looked round and saw spikes on which some wrongdoers were being punished," he said. These people looked like ordinary beings, except that they had large heads with tremendous eyes, ears and noses. All around me were boiling caldrons and huge flames. Suddenly I was thrust into a deep, fathomless pool of icy-cold water which practically numbed me." At this stage Prasraman "returned to life." A few minutes more and he would have gone into a grave.
