HART Water shortages naturally invite head scratching on how to make the most of what little moisture we have, especially after seven years of drought have squeezed us dry. We explore every avenue for increasing our supply or conserving it. We cogitate on ways and means. We become straw graspers. There are a number of methods offered for conserving, salvaging, producing or acquiring water, varying from simple, tested steps clear across the field of probabilities to the wildly impractical. We greet any suggestion eagerly and abandon it reluctantly. We will take a look at anything, for even the wild sounding ideas of today may be the simple practices of a few years hence. Such is progress, as we all know. Like converting sea water to fresh, so we can drink it or irrigate with it. The United States Congress is preparing to allocate funds for hunting such a method, so they must think there's a chance. What a water supply that would be, at our side door! CALIFORNIANA — Two hundred Mormon Colonists arrived in San Francisco July 31, 1846, after a voyage from New York via Cape Horn and Honolulu. San Bernardino, Southern California's Mormon colony, was established in 1851 on a section of the Rancho San Bernardino known as Agua Caliente. PIONEERS —The much heralded ostrich races at this year's Orange county fair has some historic significance to Malcom Atherton, the Anaheim rancher, and his brother, Dalton Atherton, who were reared on Orange county's pioheer ostrich ranch. It was Dr. Charles Sketchley, a prominent traveler and naturalist, who realized the possibilities of raising ostriches commercially in Southern California. We could use straws, maybe. Again, we have the artificial rain makers, who seed the clouds with dry ice and set off silver Idodide generators on the ground. Sounds wild, some people say it is, some say it isn't. Some say it works but hits the wrong target and causes floods far away where they don't want them. A little later there should be more definite information, one way or the other. Sewage reclamation is established practice, of course, depending upon conditions. In Orange county there is a disposition to dabble with it, but no full scale program is being considered yet, due to obstacles. There are some, such as the Izaak Walton League, who insist that sewage reclamation not only is the most sensible and economical source of new water supply at hand, but that the county must come to it. Eventually, why not now? Right now, Orange county is turning its face to the "last water hole," the Colorado river, and will import water as another sure method of preventing our wells from running dry—or salty, as they are already doing around Santa Ana gap. Here, at-least, there is agreement on action and method. It will be a very comfortable feeling when we can legally claim 200,000 acre feet of water every year from the mighty river. Even after saturating Arizona's sand. According to Harris Newmark, one of the Southland's leading historians, Dr. Sketchley established his farm at Tropico both as a tourist attraction and a commercial enterprise. For a time he prospered. He decided to enlarge on his venture by moving to Red Bluff. Northern California weather, however, was not suitable for the South African birds and he lost all he had. LA HABRA — Edwin Cawston, an Englishman, was interested in the possibility of ostrich culture when he read an article in Harper's Magazine about the similarity of the climate in Southern California and South Africa. Cawston returned to England in 1887, got capital for the venture and obtained birds in South Africa and had them shipped to Los Angeles. Many of the birds died at sea. Forty survived and Cawston opened Southern California's second ostrich farm at Washington Gardens. His operations were later transferred to La Habra. In 1908, Cawston became associated with E. H. Rydall, a publicist, and they moved their farm to a new location between Los Angeles and Pasadena where it became quite a sight-seers attraction. LOCAL ANGLE — In 1887, Edward Atherton established his ostrich farm in Fullerton. The 26-year-old South African is often credited with having established the first ostrich farm in the United States. Historical records, however, leave that honor to Dr. Sketchley and his original venture in Los Angeles. Atherton did, however, prosper by raising the birds native to his home land. Birds were raised for their luxurious plumes which were used to Even after saturating Arizona's sand. But that's a secret, just yet. In searching for possible ways to increase our water supply, it was inevitable that attention would be drawn to Prado dam, with its tremendous storage capacity—220,000 acre feet at spillway level, Storm run-off that would fill that big reservoir to any extent would not be allowed to accumulate, being released through gates in the dam at rates as high as 9000 second feet, if necessary. That means a lot of water would flow to the sea and be lost. So many people are asking why not use Prado dam for storage. Two reasons are given, both in a sense legal. One is that Pradd dam is owned by the federal government, which operates it for flood control only, and if the county wanted it converted to water storage, the county would have to pay the federal government the millions of dollars it cost to build the dam. Because of the other reason, the county isn't likely to want the dam used for storage, even year-old South African is often credited with having established the first ostrich farm in the United States. Parisian stylists of the time decreed that ostrich plumes were part of a proper costume. TRANSITION—With the change of women's styles, ostrich plumes were no longer in demand and when the market fell off it was no longer commercially profitable to raise the birds. Atherton changed with the times. He planted his ranch to valencia oranges and made the transition. The man who had helped to make Southern California history on a small scale died in his 74th year, December 26, 1934. If for free. Engineer Paul Bailey explained it the other day. Storage of water there would upset all present riparian rights below the dam. These established riparian rights are based upon a certain flow of the river.
