THEY'RE GONNA HAVE HIM WAKE UP OVER IN THE CITY DUMP 7-30-51 Organization of Soil Conservation District Goes to Voters on Aug. 21 Organization of the proposed Northeast County Soil Conservation district, which would be the second formed in Orange county, and the 72nd in the state, will be an issue before voters of the area at a special election called by the county supervisors for Aug. 21. The district would include the area northwest of Santa Ana river, between the river and the north county line, east of a north-south line passing between Placentia and Yorba Linda. Excluded from the proposed district boundaries at yesterday's hearing was the Rancho Santa Ana, owned by the Blixby estate. Ross Shafer of Tustin, representing the ranch owners, pointed out that any soil conservation work done in the district would not benefit the ranch, and any done on the ranch could not benefit the rest of the district, as the ranch acres drain into the Santa Ana river. Soil management has been a part of the ranch program for many years, he said. While approving of the district plan, the ranch owners object to an additional tax levy where no benefit is gained, Shafer said. There was no objection to exclusion of the ranch, which had not been included when the boundaries were originally planned, but later was added by the county boundary commission, to simplify taxing and election procedures. are self-supporting.
