Helicopter Could Bring Quick Deliveries
One of the interesting features of "Civic Progress Week" will be consideration of the helicopter as a means of swift air transportation in sprawling Southern California.
This type of rotary-winged aircraft is capable of taking off and landing in a space not much bigger than the plane itself.
Consequently, the machine, in which rapid structure development has been made the past few years, would not be tied to the traffic smarls of the Los Angeles area but would afford quick air transportation for passengers and freight.
A speaker who will consider helicopter transportation as part of Civic Progress Week, at the noon meeting Tuesday in the Elks club is Clarence M. Belinn, a former airline pilot who is proprietor of the world's first and biggest helicopter mail operation.
Sometime this summer, if Mr. Belinn's dream comes true, South California will become first area in the nation to have helicopter passenger service.
There are only two "ifs," Mr. Belinn.
First the Civil Aeronautical Board must grant his petition a certificate to carry commute. He is optimistic about that—was no opposition at the head in December.
Then he must get a priority the 10 large helicopters he need. That is a big order because

When he must get a priority for 10 large helicopters he will. That is a big order because the armed forces need helicopters, too. Mr. Belinn hopes to get a few, at least.
Hauling passengers by helicopter has been his dream for 20 years.
"In 1927, while I was in the Army Air Corps, I came to Southern California," Mr. Belinn said. Los Angeles, with the scores of smaller cities surrounding it, was plainly ripe for what I had in mind."
After leaving the Army Mr. Belinn filed with the CAB for a feeder air line.
"My ultimate goal was a helicopter service," he said. "But I didn't dare tell my backers. They would have thought I was crazy."
The war came along and he lost his application. But the war also proved the helicopter ideally suited for short flights in areas too congested for conventional landing fields.
After the war, Mr. Belinn and his backers were ready. His Los Angeles Airways, Inc., began operating Oct. 1, 1947. It recently delivered its 500-millionth letter and has carried more than 12,000,-000 pounds of airmail over more than 1,000,000 miles.
The concern now has scheduled flights to almost 50 Southern California communities, visiting most points three times daily. It flies 33,000 miles a month, carrying about 450,000 pounds of mail monthly.
