The shamrock, symbol of good luck, comes into its own on St. Patrick's Day. Clover-shaped cookie cutters and cup cake pans go into action. Lacking these, we cut the shamrock from cardboard and trace around it for the cookies. Shamrock salad is easily made from a large green pepper. Stuff the pepper with seasoned cottage cheese to which chopped onion, parsley and pimento has been added for contrast. Pack the cheese into the pepper and chill thoroughly. At serving time, slice in fairly thick slices and arrange on lettuce leaves. The fancy foods form the background for a substantial main dish. Tradition gives us a choice. Shall it be Irish stew with dumplings or corned beef and cabbage in Dinty Moore? IRISH STEW 1¼ pounds of neck or breast of lamb 1 teaspoon salt 1¼ teaspoon pepper 2 tablespoons flour 3 tablespoons fat 3 small onion, sliced 2 carrots 1 stalk celery 2 cups cubed potatoes Parsley Cut the meat into small pieces, season and dredge with flour. Brown the meat in the fat. Add onions and brown slightly. Put the meat and onions in a heavy stew pan and cover with water, meat stock or vegetable juice. Add sliced carrots and celery and simmer for about two hours.
