Acheson Pledges Free World Unity To Brand China as Korea Aggressor
WASHINGTON—(P) Secretary Acheson said today every possible effort is being made to preserve unity of the free world in the United Nations crisis over branding communist China an aggressor in Korea.
Making it clear he considers the situation to be too delicate, the Secretary of State declined at a news conference to comment on:
1. British Prime Minister Attlee's speech in Parliament yesterday calling for a wait and see policy by the U.N. toward red China, or
2. Today's speech by Prime Minister Nehru of India criticizing the United States condemnation of communist China.
LAKE SUCCESS (P)—A bristling broadcast by Prime Minister Nehru of India today widened the gulf between the nations that want to welcome red China into the U.N. and those who want to brand her as an aggressor in Korea.
Nehru, highly critical of U.S. policy in the Far East, called for a conference of major powers and insisted the Chinese communists want to negotiate a peace.

Could U. N. forces launch a winter offensive?
Why try it? replied the officer, who may not be identified by name. There will be another six weeks or two months of bitter cold. It will kill and incapacitate more and more enemy troops. Why not just sit tight and let winter do our fighting? he asked.
Secretary of Defense Marshall, in testifying yesterday before the House Armed Services committee on universal service training legislation, said General MacArthur will need 15,000 replacements a month and it will be April before his divisions can be built up to what Marshall called "normal strength." (The normal strength of an American Army infantry division is about 18,000 men.)
Taken alone, Marshall's statement would raise serious questions about the ability of U. N. forces to hold off the hundreds of thousands of Chinese and North Korean soldiers arrayed against them.
However, the reports of high casualty rates among the enemy because of the weather suggested that this might provide the necessary balance and time needed until the U. N. forces can be replenished.
