This could be accompanied or followed by selective price and wage controls. Most speculation was their application would be gradual while personnel is being built up to administer them.
Administration officials said the declaration of an emergency may be quickly followed by calls for a 4,000,000-man armed force and an eventual expenditure of $100,000,000,000 a year for defense.

Soviet Germany Decrees Death to Any Who Support Policies of West
BERLIN (AP)—Sovietized East Germany decreed death today for all Germans who resist Moscow's campaign to dominate Europe.
A law to behead "offenders against peace" who support policies of the western nations was passed unanimously by the Volkskammer (people's chamber) at its second reading and will go into effect at midnight.
The new law makes German nationals liable to a death verdict by the East German supreme court regardless of whether they reside outside the Soviet zone and have never engaged in any activity there.
It threatens the supreme penalty against all German followers of "the aggressive policy of the imperialistic governments of the USA, Great Britain and France."
Subject to prosecution are:
All Germans who "propagate the entanglement of Germany in an aggressive military bloc" (by Soviet definition, the North Atlantic pact).
All Germans who "recruit mercenary troops" (troops under western command).
All Germans who "glorify the use of atomic weapons" (opponents of the Soviet-sponsored Stockholm petition to ban the American atomic bomb).
All Germans who "stir hate against other peoples in order to engage the German people in a new war" (critics of Soviet mishandling of German war prisoners, annexation of German territory, and communization of the eastern occupation zone come under this vague heading).
All Germans who "make contemptuous the movement for the preservation or peace, or stir hate against participants in the fight for peace, or persecute them" (opponents of communist "peace fighters").
New Home Called Perfect Gift
"The perfect gift for the entire family," that is what one home builder says of the new-home-for-Christmas idea being stressed in Orange county this month by the Lifetime Home company with tracts here and in Fullerton.
"A already many county families are ready to enjoy their first holiday in a new home and many more can make this dream come true if they act quickly," the company's officials declared.
The new homesites here on Water st., between West and Palm and the model home at 617 35 Palm st., will be open all week for inspection. These homes as well as the Fullerton houses are still being offered for no-money-down to veterans.
"We can't wrap up the home in a red ribbon or put it in a stocking, but papers can be prepared so that the buyer can give his family the thrill of a lifetime this Christmas morning," the builders told veterans. "Just impounds and an easy, rent-like payment each month can give your family the thrill of every Christmas in a home of their own," the spokesman pointed out.

The communist death law when it was given its first parliamentary reading last Wednesday was described by a spokesman of the West German government as "putting a pistol at our head after asking us to talk about peace." East German Prime Minister Otto Grotewohl only a few weeks before had asked West German Chancellor Konrad Adenauer to open negotiations on unification of Germany.
Hundreds of thousands of Germans in Allied sectors of Berlin now will hardly dare to go into Soviet-occupied territory any more until they had some assurance they would be exempted from the law.
Until now, anti-communist mayor Ernst Reuter and many other prominent Berliners have commuted between the city and West Germany by road or rail.
Apparently the only safe route left is by air.
The death law will be adopted soon by the East Berlin government communist city officials announced today.
In that case, West Germans would be as much in danger if they crossed the inter-sector boundary inside Berlin as if they journeyed into the surrounding zone.
Communist city prosecutor Rudolf Hehm gleefully asserted that after the necessary eastern municipal ordinance is passed, "we will each month can give your family the thrill of every Christmas in a home of their own," the spokesman pointed out.
Stanton, Savanna Form Defense Unit
William Drake, school board trustee for the Savanna school district, opened a meeting in the auditorium Tuesday by saying it had been decided that the Savanna and Stanton schools would form into one civil defense unit. Due to the fact that both would be housed under the same roof, next spring, when the new school on Cerritos is completed.
The nominating committee present were Mmes. Marie Cook and Julian P. Black, Melvin S. Huss, Carl Jameson, John Gautschy and Galen Rush from Savanna; M. J. Uriarte represented Stanton school.
be able to hold responsible all agents and war-makers who are now active in West Berlin."
"Imperialistic penmen of West Berlin newspapers and radios in future will dare be active in East Berlin only under certain circumstances," he added. He did not define these "circumstances."
At the moment, a dozen West Berlin newspapermen are covering an economic sabotage "show trial" at Bernburg in the Soviet zone on invitation of the East German government's press office. They are due back here in a government autobus tomorrow.
The death law was passed with cheers and standing applause by the Volkskammer this morning. In the short parliamentary history of the East German republic, there has never been a dissenting vote. The Volkskammer was as unanimous as ever today.
Tuesday the Fremont students and faculty enjoyed a turkey dinner prepared by Mrs. Barnes, cafeteria manager.
The large Christmas edition of the Pathfinder was distributed yesterday and featured Christmas stories and poems written by the students.
Tuesday Mrs. Snyder, the cooking teacher, showed the girls how to make divinity so they could make some Wednesday in all their classes.
School was dismissed this afternoon for a 15-day holiday. Trips are being planned by many of the faculty and students.
Students have been practicing all week for the Christmas program which is being presented tonight in the auditorium. A complete dress rehearsal program was given Thursday morning for the students and many parents and visitors.
Last Friday the Fremont B's basketball team was defeated by St. Boniface 14-34. Fremont team members include Bill French, Jim Ownby, Tony Zava, Jackhelps, Augustine Codoy, Jerry Seck, Tom Forres, Richard Esrada, Jack Kay, Charles Pettey, George Burns and Joel Habener.
