Senator Taft of Ohio, acting as spokesman for Republicans who attended the White House conference, dictated this statement to reporters;
"We agreed fully that a dangerous emergency exists for the people of the United States. We agreed with the president's general program for building up the armed services as rapidly as possible.
"As to the proposed declaration of a national emergency, we did not feel we were sufficiently advised as to the legal effect of such a declaration, or the program that must accompany it, to take a final position on that question.
"If the declaration is legally necessary to advance the development of our armed strength, we would be for it."

From the statement, it appeared the Republicans may have suggested a "go slow" approach to a declaration of national emergency which the administration was reported to be about ready to make.
Administration men have said such a declaration would not have any important legal effect, so far as increasing the president's powers is concerned. But they contend it would have a great psychological effect.
Senator Wherry (R-Neb) told reporters he understands that Mr. Truman will hold two or three more conferences before deciding about an emergency proclamation.
Wherry said Mr. Truman's decision as to whether to invoke wage-price controls probably will be disclosed in the Friday night radio speech.

As the Chinese reds swarmed down toward the beachhead from snow-covered hills, picked troops from five Allied divisions mounted a strong guard. The defense perimeter stretched for a radius of 14 miles around the port, protecting Hungnam and its twin city of Hamhung six miles inland.
The beachhead bristled with Allied artillery, mortars and tank guns. Warships of the U.N. fleet slid along the Sea of Japan coastal waters, hurling steel into the red Chinese concentrations.
Marine Corsairs, Navy Panthers and other allied planes circled overhead, alert for any Chinese red aircraft or to counterattack any attempted annihilating climax to the smashing successes rolled up by Chinese ground forces since late November.
All 10th Corps units were reported safely out of North Korea or leaving the Hungnam-Hamhung beachhead.
Also safe were elements of the South Korean Third and Capital Divisions which had struck within 40 miles of Soviet Siberia.
