Defense Board Continued from Page 1 for standardizing of terminology, observing the watchword of civil defense apparatus, "uniformity." The idea, Crowley explained, is to duplicate national, state, regional civil defense functions all down the line to make for immediate and absolute coordination in time of emergency. To illustrate, Crowley used an allegory. We want civilian defense groups at each level to each have a deck of cards, he said. And each card in each deck will be duplicated at each level. Stressing the need for inter-area coordination, Crowley pointed out that geographically, Orange county would be on call to aid either San Diego or Los Angeles in time of emergency. Both areas, he stated, are major targets, and Orange county is situated so as to be responsible for transmitting aid to either or both in time of stress. This, he indicated, will necessitate careful preparedness. Coordination with the Los Angeles area was further stressed by Willis Warner, chairman of the county board of supervisors. Warner asked for immediate cooperation with Los Angeles officials. This is an annual occasion, according to the president, Mrs. Milton Hasell. Mr. Hasell is confined to their home, 7922 E. First st., with a heart allment and could not attend.
