58-Page Report
The racket - busting agency packed its findings into a bluntly worded 58 page printed report. It developed the information in the course of previously reported investigations into the slot machine, bookmaking, punchboard and other rackets.
The five-man commission, headed by Admiral William H. Standley, USN, Retired, former U. S. Ambassador to Russia, went out of existence in July. tIsfinal recommendations included one to create a new commission—with subpoena and evidence - taking authority which the first group lacked.
The closing report, commenting on the way the underworld laughs at tax laws says:
"Weak and ineffective enforcement of the tax laws, and particularly the income tax laws, against the operators of organized rackets, although not to be considered."

Resident 16 Years Dies in Hospital
Benjamin Appling died suddenly at Anaheim Community hospital yesterday. He was 61.
Native of Missouri, he was a resident of Anaheim for 16 years at 621 S. Lemon.
He leaves his wife Ethel G., Anaheim; one sister Mrs. Madge Rice, Washington state; three brothers, J. Appling of Missouri, Frank and Richard of Oregon.
For 30 years he was an installer for Bell Telephone Co..
Funeral will be held from Backs, Campbell and Kaulbars chapel Thursday at 2 p.m. Rev. Howard S. Congdon will officiate. Interment will be in Loma Vista cemetery.
Three Countians At 4-H Club Achievement
Three state winners in the National 4-H Awards program were named from Orange County, and nounced Ann Girod, Home Advisor in charge of the 4-H club work. The annual Orange Council 4-H club achievement program was held at the Fremont school auditorium, Anaheim. November 10. Donald Rosedale, Yorba Linda Betty Elliott, Orange; and Aver Poling, Placentia were named outstanding in the state contest: "This is the first year California has participated in the State Awards Program," explains Miss Girod.

Officials at the Light, Water and Power plant said little damage was sustained. A few lines were downed and transformers put out temporarily. Spokesmen expressed apprehension over a possible rain accompanied by winds. This he said would send the damage toll soaring.
The police department reported several calls from anxious citizens who saw the water rising toward their front yards. One caller demanded immediate removal of all the water in front of his premises.
Although siowed down considerably, traffic moved through Anaheim without rain-caused mishap, Police Lieutenant Niles discus said.

Taft reiterated yesterday at a news conference rivalling in size similar presidential meetings, that he won't campaign for the 1952 nomination but would accept it if it comes his way.
Friends wondered if Taft's presentation of himself as a candidate who can carry the industrial centers against the stiffest kind of organized labor opposition doesn't indicate that he may take a fairly active role in the forthcoming GOP nomination struggle.
For his own part, the Ohio Senator told a reporter that whether he attempts to get the Taft-Hartley act amended in the new 82nd Congress will depend largely on labor's attitude and on how much Southern Democratic support he can enlist.
He said he thinks the Taft-Hartley act is permanently on the statute books; with labor's move to repeal it killed by the election results.

Phone Pickets Battle Police
NEW YORK (P)—Pickets battled Philadelphia police for 45 minutes today in a vain effort to keep 100 telephone operators from going to work at a West Philadelphia exchange.
In the struggle several persons were knocked down and one girl pinned against a fence cried out "I think my ribs are broken."
Buttons were torn from the coats of police and strikers. Eleven strikers were arrested and charged with inciting to riot.
The fight marked the first attempt by striking Western Electric Equipment Workers to keep non-striking Bell workers from going to work since the equipment workers 44-state strike began last Thursday.
Citrus Export Plan Revealed
The Production and Marketing Administration of the U.S. Department of Agriculture announced today an export payment program, effective Nov. 15, 1950, to encourage exports of fresh and processed oranges and grapefruit.
The program provides for pay results.

Cecil J. Marks, executive secretary of the Orange County Farm Bureau, announced Gretchen Berlin, Garden Grove, and Ralph Rosedale, Yorba Linda, as the outstanding 4-H boy and girl in Orange county for 1950. Miss Berlin and Mr. Rosedale will attend the all-star convention in Berkeley to compete for state honors.
Pins of achievement were presented to the sixty-two volunteer local leaders of the county by Lee J. Hasenjaeger, Orange County Key Banker. Miss Nola Postlethwaite, Garden Grove, presented a fashion show, with over sixty Orange county 4-H boys and girls modeling the garments they had made.
The 4-H club program in Orange county is under the direction of Anne Girod, Home Advisor with the Agricultural Extension Service.

Citrus Export Plan Revealed
The Production and Marketing Administration of the U.S. Department of Agriculture announced today an export payment program, effective Nov. 15, 1950, to encourage exports of fresh and processed oranges and grapefruit. The program provides for payments up to one-half of the export price, f.a.s. U.S. port, to be limited by the maximum rates established for individual products, and is similar to the program in effect last year on oranges.
Purpose of the program is to help market this year's large crops of oranges and grapefruit and to help remove from domestic channels those quantities which were usually exported before World War II. Eligible outlets include ECA participating countries in Europe, (other than citrus producing countries), the Republic of the Philippines, the Republic of Indonesia, the Federation of Malaya, Hong Kong and Singapore. Announcements containing full details of the program are now being mailed to exporters and to members of the Citrus Industry.
Under last year's program approximately 1,661,819 boxes of fresh oranges, 190,935 gallons of concentrated orange juice, and 72,311 cases of canned single strength orange juice were exported.
The export payments will be made from funds authorized by Congress to encourage exports of agricultural commodities.

CARACAS, Venezuela, (AP) — The government today decreed a state of emergency and pressed a hunt for all the assassins of Acting President Lt. Col. Carlos Delgado Chalbaud, a member of the ruling three-man military junta.
The alleged leader of the assassins, Rafael Simon Urbina, was arrested with some members of his group it was announced. The state of emergency indefinitely suspended civil liberties. The official version of yesterday's slaying said Delgado and its aide, Navy Lieut. Carlos Bacaco Lara, were seized by a group of 20 men as they were leaving Delgado's home. The two were taken to an abandoned house in the eastern section of the city, where they were brutally beaten. Delgado was shot in the back and scalped was critically wounded.

So whenever the empty cans collect in the back porch, he gathers them and under the cover of darkness gets rid of 'em. He drives along one of the rural streets leading to town and throws them out; one here; one there so they won't be seen by the trash collector or the neighbors down his alley. There oughta be a law against such a practice. Orchardists are hard enough taxed and overworked as it is. They shouldn't be required to pick up some would-be big shots empties along their property.
