They are: Bob Cadaret, Los Angeles; Ronald C. Hill, Los Angeles; Jim McNary, Pasadena; Stanley Mott, Los Angeles; John E. Wilson, Richmond; Albert Gussa, San Diego; Thomas E. Hanson, Albany; Hugh D. von Delden, Los Angeles; Hugh V. Jorgensen, Pacoima; Daniel Der, San Francisco; Alex R. Hicks, Woodland Hills; Billy Ritter, Los Angeles; Lauri Watilo, Whitler, and Bill Pratt, Berkeley. Cadaret was declared a first state and regional award winner in the Senior Division and Hill won identical honors in the Junior Division. Each boy's beautiful model automobile was chosen above all entries from California and Nevada to win awards of $150. As regional winners, Cadaret and Hill will receive an expense-free trip to the national convention of the Craftsman's Guild in Detroit August 15 to 19. Under the public utilities act the commission is required to see to it that rates for the consumer are fair and reasonable, yet at the same time produce a fair return on the property dedicated to public use by the utility. The mandate expressed in the act has required the commission to hold many days of public hearings on the rate increase requests of utilities seeking higher revenues because of increasing costs. During the fiscal year July 1, 1948 to June 30, 1949, the commission allowed utilities 64 per cent of the amount they sought in rate increases, reducing their requests by 36 per cent. In the transportation field, various city and highway passenger carriers sought increases amounting to 12.2 per cent over their gross business, but the percentage of increase finally authorized was 8.8 per cent. Thus, the commission carries out the requirements of the public utilities act by holding a fair balance between the consumer and the investor interest. With representatives of other agencies, the commission's staff recently completed a survey of all grade crossings in California, and made recommendations on many of them for improvements. Carrying its program further in consonance with suggestions from the legislature, the commission has called an informal conference to be held in San Francisco, August 17, 1950. All interested parties have been invited to come in to assist in development of a program to establish a priority plan for grade separations. We are all hopeful that out of this meeting and others, which will probably be held subsequently, we can begin solving the grade crossing problem. Another phase of commission work bulking ever larger and more important is that devoted to enforcing the statues regulating for-hire carriers on the highways. An intensified enforcement program designed to properly regulate the trucking industry has resulted in many corrections and the commission has been commended on its determination to enforce the rates, rules and regulations of the statutes.
