The Gazette has been reluctant to "play up" these wire stories because some people might get the idea it was happening in Anaheim. They then might join the parade. Eventually, we would have government imposed controls. The folks in Anaheim, obviously, are viewing the war headlines with intelligence. No real war-scare buying has appeared in Anaheim. Local consumers have played the game straight. But, just a few people can start an avalanche of buying which will result in rationing and government controls. Right now merchants say there are goodly supplies to see all of us through the crisis. So there is no ways anxious to move in and slap on controls. On the other side of the ledger, there has been no profiteering by Anaheim merchants. Almost solidly they are striving to hold the line. The Gazette has checked pretty thoroughly and we've found little evidence of even so much as a whisper: "You'd better buy now, later you won't be able to get it." Any price rises on local goods can be traced back to the panic buying or profiteering in Los Angeles and other big cities. The supplies of some commodities unnecessarily have been eaten up by wild buying. Of course, you have to continue to make your normal purchases for your family. We think that since the Anaheim merchants have played the "war scare" game according to the good rules it is one more reason why you should shop in Anaheim with real confidence and with- Kids and cops: helps to know each other When you check the police station every day for news you get to know some of the cops pretty well. Reporters for the Anaheim Gazette feel the police in this town are trying to do a friendly and competent job for the taxpayers. Once in awhile you'll find a parent who is at wit's ends to get Johnnie to wash his ears or quit playing with the neighbor's kids and come home for supper. In complete frustration the parent might say: "John, if you don't mind I'll turn you over to a policeman." Strange as it seems, that does happen—and not infrequently. All parents should take it a little easy on threatening Johnnie by scaring him with that old bogey, the policeman. A policeman can be one of your child's best friends; it all depends on the attitude of the parent. That unstartling bit of information comes from no less an authority than the National Kindergarten assn. One of the first lessons to teach a child, says the association, is to consider a policeman a real friend and one in whom he can place confidence. Here's what happened to one lad of five who had been taught this way: His mother took him to a fair and somehow he became separated from her. People began to notice the child when they saw him walk up one aisle and down another, evidently searching for someone. He appeared to be perfectly calm and composed. When he came near the door where one of the observers stood, he was asked: "Looking for someone?" He turned his face toward his questioner with an expression of complete trust and answered, "Yes'm, I'm looking for a policeman." "A policeman," he was asked. "Yes'm." he nodded his curly head. "I lost mommy, so I'm looking for a policeman to find my mommy for me." The inquiring lady took over from there. With his small hand in hers they made their way to the first aid station, which was located in a large tent. The woman did not expect to find his "mommy" at the station, but there she was; and the little fellow took it as a matter of course. What surprised the observer most was to see the mother so perfectly calm and confident. She told the observer and several interested policemen and others, she knew her child was safe, because he would remember just what to do. She had taught her child to have confidence in the police and, because she knew that when they became separated, her child would instinctively do the thing he had been taught he should do in just such a situation—look for his friend, the policeman—she had remained calm and confident he would be found. When he heard the mother's explanation, one old policeman said: "Lady, my years on the police force would have been much easier ones had there been more mothers like you. Many youngsters are taught to fear or hate a cop and that makes it difficult for us to help them sometimes." The child called a cheery "Bye!" to all as he left the first aid tent with his mother. One of the child's first lessons in human relationships had been to look upon law-enforcing officers as friends of the people and to express gratitude for them. Fortunate is the child who learns, early, lessons like this which will help him to become a good citizen. WASHINGTON — The woman ambassador in the Washington diplomatic corps is dame Pandit Nehru, the sister of the prime minister of India is a lady of frail figure, dignity, and a sort of beauty. Wearing the traditional veil and flowing robes of Madame Nehru went to the Department the other day to Secretary of State Acheson written by her prime minister brother, asking the United States and Russia for peace in Korea. Her call upon the court slightly aloof Mr. Acheson was quite formal. Then it woke up in a way only a woman make diplomacy warm. The Terpsichorean Social club, a new organization composed of the elite of our young men, gave an inauguration ball at Kroeger's hall on Thursday evening, which was thoroughly enjoyed by the participants. A dispatch from St. Helena announces that the wife of C. DeWitt Lawrence gave birth to a boy last Saturday. Mrs. Lawrence is the former Miss Bessie Harden, formerly of this city. 50 Years Ago Horticultural Commissioner Huntington informs us that he will have his fumigating tents 10 in number, ready for scale killing work about the middle of the month. Last month (July) he served 57 notices upon orchard owners, notifying them to clean up their scale. He will, as soon as he gets his tents in order, be prepared to treat their trees, and is resolved to clean out the pests. Liveryman Hahn has a new rubber tired buggy which he purchased from Max Jacobson of Santa Ana. Texas Tom Speaks No Senator was better qualified to answer Joe McCarthy's harum-scarum attack on the State Department than Tom Connolly of Texas. As boss man of the Foreign Relations committee, Connally knows the department, its policies and personnel, like a book. However, Texas Tom remarked noncommittal until the closed-door Democratic caucus the other day. Then he said a mouthful. "The evidence clearly shows that the State Department is innocent of the charges made against it," declared Connally. "But it is regrettable to me that this issue should have been raised at a time when the reputation of our State Department can least afford to be sullied. "This is a time when we should all be pulling together in a united effort to win the conflict in the Far East. We should be exerting all our energies to that job. We cannot afford to let our people be implications, not only in relation to the problems of financing state activities in the fiscal year ahead, but also in its effect on state expenditures for many years to come. In one sense, the increased expenditures which will accompany the Korean affair may very well have the practical effect of eliminating what would otherwise have been a very difficult financial situation for the state in the coming fiscal year. Because the tax system of California's state government is primarily dependent upon income sources, and federal expenditures will have the effect of increasing those incomes subject to taxation, there is a good possibility that state revenues may rise to where the budget problem for the next fiscal year may be substantially reduced. This fact should not, however, be allowed to eliminate the basic long-range problem of whetner state expenditures are higher than the citizens of the state can support in normal times. It should be remembered that World War II, while relieving the state of all its current financial problems, made it possible to expand state activities and state expenditures to the point where the problem of financing these activities in ordinary times became progressively more serious, and it was generally expected that the next budget would bring to a head the problem of either revising existing legislation providing for the support of some of the major state expenditure programs or drastically curtailing many of the regular activities of state government, or again raising taxes. The temporary relief which the Korean war and military preparedness expenditures may bring to state finances should not conceal from us the danger of putting off indefinitely the need to apply the pressure of financial stringency on all state functions in order to eliminate the unessentials. It is, of course, the responsibility of the legislative auditor, the Department of Finance, and others to bend every effort to prevent the uneconomical expenditure. It is, of course, the responsibility of the legislative auditor, the Department of Finance, and others to bend every effort to prevent the uneconomical expenditure of state funds. But where this matter of additional cost becomes not one of wastage but of social policy, it is a tremendous uphill fight to point out the financial implications of every new program presented to the legislature for adoption. Where revenues are available to carry out these programs, as was the case in the war and postwar years, the resistance to government expansion is low. Governments are essentially very little different than individuals in that when they are financially well off they tend to spend freely. If we are to experience additional inflation as a result of increased federal expenditures, we should at least make the best out of a bad situation by requiring every state agency and every local function supported by the state grants to draw in its belt somewhat as the value of the dollar falls and to allow upward adjustments for price increases only on the basis of fully demonstrated needs. If there is failure to do this, the long-range prospects for achieving balanced budgets in state government without increased taxes will be poorer than ever. Perhaps he has not been guided by his Hal Boyle By HAL BOYLE U.S. EIGHTH ARMY HEADQUARTERS, Korea (AP)—Getting to the Korean battlefront is as hard as buying 10 quick tickets to a hit Broadway play. It is that popular. You have to stand in line to get here. Just why this is true I don't know. The people I have met so far seem to fall into three classes, none of which you would think would be interested in fighting. 1. There are the old line Army officers who have been through two World Wars and could retire—but they are still eager beavers in the service. They refuse to retire while the guns are still firing. 2. There are the brave boys below voting age who should have a lifetime of peace and education to look forward to—and yet they willingly put their bright future on the allar of patriotism. 3. There are young married men with children to raise. Wouldn't you think they would say "my family first, my country afterward"? But somehow they don't, bitter as the decision is. To get to Korea you have to buck people from all three of these classes who want to get there ahead of you. There is a backlog all along the line and it is a kind of privilege to make the trip over. To tell the truth, I didn't feel much that way myself at first. I thought it didn't make any real difference to me whether I came one week or the next. I know enough about war to realize that it always goes on longer than it is expected to. Engaged in an argument over replacing oil in the crankcase by two service station customers, he learned too late that a third member of the party was making off with the plugs under cover of the dissension.
