The County Assessor
And His Job
The duty of the County Assessor is to place a valuation upon all property of every classification in the county.
That is his sole and entire duty.
There is a popular misconception that the Assessor fixes the amount of taxes to be paid. He is often referred to as the "tax" assessor. None of that is correct. He evaluates property and that is all.
The vital part of his task is to keep property valuations equalized in any area. When the Assessor has done that, his responsibility ends.
The Assessor has nothing whatever to do with the amount of taxes to be paid. He keeps valuations level, and whether the level is high or low has no effect upon the tax bill.
The size of the tax bill is determined by the size of the budgets adopted by the various boards and councils—that is, the amount of money they decide to spend on government.
So when you think of taxes, think of budgets, for that's where your tax bill comes from.

Local Speed Merchants Join Forces To Produce Record-Making Racer
Steady improvement marks the evolution of the B class modified roadster owned jointly by Jim Starr, Sr., 513 N. Bush st., and Dick Alger of Brea. The two young throttle jockies, 28 and 24 respectively, pooled their mechanical knowledge and efforts in 1948 and since then have come a long way—in a hurry.
Right now they lay claim to a first place ribbon in the B modified roadster class competition at El Mirage Dry Lake and a B class record for the Bonneville National Speed Trials.
The El Mirage mark, set at the first 1950 time trials May 7-8, stands at 143.38 mph. This and similar time trials are held each year May through October under the auspices of the Southern California Timing Association, Inc.
The Starr - Alger Bonneville mark, 134.73 mph, went on the boards after the initial staging of the event last August. The boys are planning to enter again this year in hopes of boosting the average a little.
In addition, Starr and Alger boast a pair of thirds in El Mirage racing during the 1948 season, the first for them, and a third and a second in the 1949 trials.
Power plant for the B speedster is a standard stroke '41 Mercury engine, with a displacement of 249 cubic inches. The frame once was part of a 1922 model T Ford and the body part of a '27 T. The nose is fashioned from a surplus army air force drop tank.
Prior to joining forces three years ago, Alger and Starr raced individually. Alger began back in 1941 and built up a pair of speedsters before linking with Starr merger date, Starr had four rides to his credit, starting original 1939.
The fast lads are preparing their class B bullets the next El Mirage session, 10-11.
