Extensive Survey of Public Works Requirements in State Proposed By HENRY C. MACARTHUR Western News Service SACRAMENTO (WNS)—An extensive survey of public works requirements in the state of California appeared imminent today as the result of the recent adoption by the senate of SB 39, authored by Senator Jesse Mayo of Calaveras county and other senators. The bill, which provides $150,000 for the State Department of Finance and Allocations Board, still must clear the assembly and governors desk before it becomes law. The money would be provided from interest obtained from the $90,000,000 construction and re-employment fund. "Critical Appraisal" In adoption of the measure, the senate contemplates a survey and "critical appraisal" of the public works needs at the state, county and city levels within California. The intent of the senate, as deduced from an explanation of a statement on the vote, is for a thorough and extensive survey of the needs of all government in the state, rather than just a cursory glance at the public works program. The explanation of vote declared: "We all know the public works facilities of all levels of government in California have fallen behind our population growth and the urgent needs of our people—however, none of us know how far behind we actually are." The statement pointed out further there is no single place where authentic information on critical public works requirements can be obtained and no comprehensive data is available to be used as a guide in determining a sound public works development program in the state. "No one can say now," the statement, signed by 28 senators, read, "whether we shall at any future time be obliged to undertake essential public works programs to provide employment particularly to stabilize the construction industry and its related economic interests. Complete Survey The survey would result in accurate knowledge of projects necessary immediately, projects needed to provide facilities essential for business and industrial development and expansion and projects which might be deferred until some future time. The statement pointed out that "the purpose of the bill is not to provide state aid to local governments, but rather to provide sufficient information on public works requirements and to analyze and appraise these requirements so that responsible officials of all levels of government can intelligently in furthering economic development and help provide jobs in the event of widespread unemployment." Under the bill, the department will explore new methods of financing public works, such as their construction by large insurance concerns and subsequent purchase by lease by the government. This method of operation is best tried by the state at the preset time. The survey, the statement pointed out, will not be a "mere inventory" of desired projects in all local governments, but after needed projects are listed, "expect and will see to it, that information gathered is carefully screened and analyzed with objectives of the bill in mind."
