Develops at Solons Special Session By HENRY C. MACARTHUR Western News Service SACRAMENTO (WNS)—A major fracas over unemployment insurance, a subject usually considered at regular head of budget sessions of the legislature, was shaping up this week. In addition to bills introduced by Assemblyman Robert Bion of Contra Costa county, to raise the amount of income paid to jobless workers, series of bills, which are stood to be sponsored by the Bernia State Federation of Laurore scheduled to hit the asy floor within a short time. Series, according to reports, result of attempts to combine the increases asked by him with what the state federals thinks it might obtain from legislature. The bills will ask for in-come, but the state federation adds will not be as heavy as in the Condon bills which understood to be sponsored by O. Employers Oppose While, employers have sighe their intention of opposing increases at this session of theure, principally on thes that the unemployment insurance fund, administered by James G. Bryant, director of the State Department of Employment, is being depleted by insurance payments about three times as fast as it is being replenished by contributions from employers. Bryant only recently announced that employer contribution rates were increased January 1, and employers affected will feel the impact of this increase March 31, when the contributions for the first quarter of this year are due. And in addition, the department admits that the time is approaching when all employers in the state will pay a full 2.7 per cent of their payrolls instead of being eligible for lowered rates because of good employment practices. Stabilize Rate One of Condon's bills seeks to stabilize the rate at 2.7 per cent, wiping out merit rating officially, but many business interests were quick to point out when this measure was introduced that the continued payouts from the fund would accomplish the purpose of the bills without legislation. Condon introduced another bill today, which would provide for the payment of disability hospital Captain Michael Fielding Tells India’s Value Captain Michael Fielding, English by birth and American by choice, late of the Indian army, addressed the Anaheim Public Forum on Monday evening on the subject of "The Price of World Leadership." His travels of 34,000 miles took him to India last summer reconnoitering the country that he knows so well, having been born there, in order that he might present a better picture of their needs and thinking to this country. During his talk, Captain Fielding stressed the importance of India and Pakistan in the present world conflict and urged that the same type of methods for repulsing the Russians be used in the east as were used so successfully in Europe. Relations must be maintained, and maintained on an extremely friendly basis, with these countries in case the bases are needed for future war. They are strategically important to the defense of the United States in spite of the tremendous distance that separates this country from India. He urged that this country spend more time in trying to understand their ways of thinking and helping them to understand ours, in return. To do this, he said, the United States should send many ambassadors of goodwill to the far east, both political and industrial. "You pay half the premium this government insurance yourself and family," Brett said today. "Because your benefits are based on your earnings, it is important to know the record is correct. When are 65 and retire, you want credit for all wages earned."
