Describe State Fiscal Outlook As "Blue" SACRAMENTO, (WNS)—The outlook on the state's fiscal affairs was described as "blue" by legislative auditor A. Alan Post. Speaking before the assembly ways and means committee which convened here this week to examine budget requests of the state, Post said the immediate problem of balancing the 1950-51 budget will not be "very great." "But it will be great next year and the three or four years following will present compound problems," he declared. Pointing out the state has exhausted its reserves while state spending continues to increase and revenues continue to decline, Post said only strict economy can be practiced if the state is to keep out of the red. He said slaries and wages which constitute a major portion of total state costs "should be reviewed." On the 1950-51 budget presented to the committee today, Post said he will recommend against any new services being provided by the state. He said the operating budget presented today represented a slight increase over the current 1949-50 budget and he has recommended slashes which will trim more than three million dollars from the total. Total budget figures will not be available until Governor Earl Governor Urges Location of Air Academy in State SACRAMENTO, (WNS)—Governor Earl Warren, in a telegram to secretary of defense Louis Johnson, urged selection of a site in California for establishment of a new air force academy. "California communities are united in the hope that no matter which of the sites may finally be selected, the academy will be located in the state," he said. 540 Students Register at State College Registration for the spring semester at Los Angeles-Orange County State college, through Tuesday, brought a total enrollment of 540 students, more than trebling the enrollment of the fall semester.
