WATERS Western News Service Sacramento (WNS)—State veteran organizations are up in arms over the treatment war veterans are receiving at the hands of the State Department of Employment. Under the terms of the G.I. bill, federal-state employment offices are required to give preference to vetran job seekers with special consideration to disabled veterans. In addition, the employment offices are required to maintain a special program of job procurement for the veterans. But throughout the state an increasing amount of criticism has been directed at the department by veterans. They charge the California employment offices are not only failing to make any effort to give veterans the job preference ordered by Congress but are going out of their way to discriminate against them. Only recently this situation has reached the boiling point in the greater Los Angeles area culminating in a demand to Governor Earl Warren for a public investigation of the entire employment situation. Spearheads Attack Spearheading the attack on the department is M. J. “Blackie” Felsen who is the state employment chairman for the disabled American veterans. Felsen is also an employee of the state department of employ- Bryant conceded the program had fallen down somewhat but blamed it on “a lack of funds.” He said the Federal government had slashed the state’s funds and forced a curtailment of some of the activities. He claims, however, that California leads all other states in veteran job placements. He admitted the state has never had a veteran job procurement program and said this was done in connection with the overall job procurement program. “Anything else would only be duplication.” While Bryant’s epxlanation sounds plausible enough to the casual inquirer, the rumblings from the veteran groups throughout the state would indicate it will take considerable action to prove the department is well intentioned. Meanwhile, the veterans are still pressing the Governor for a public investigation and rumors are circulating that employment Spearheads Attack Spearheading the attack on the department is M. J. The veterans charge that while the department maintains a nice file of veteran job seekers the file is never used! They further charge that some employment office managers openly admit they have no intention of giving the veterans preference! In some instances it is charged employment office personnel are deliberately sabotaging the veteran employment program by deliberately sending out unqualified veterans to bring discredit upon all veterans. It is also stated the department of employment has never made any effort to institute a special program of job procurement for the benefit of veterans as provided in the G.I. Bill. "Stirring Things" Felsen, because of his insistence that the department do everything in its power to aid veterans, apparently has brought down the wrath of his superiors for "stirring things up" and is presently under fire within his own office. Questioned about the trend of affairs within his department, state director James S. Bryant admitted that "there has been some difficulty in carrying out the program." Bryant, who just returned from Washington, D. C., said he has launched an immediate investigation and survey of the work being done for veterans in all offices. He said he hoped to have reports by the end of the week. If Felsen is in disfavor with his immediate superiors such is not the case as far as Bryant is concerned. Referring to the Los Angeles employment officer, Bryant said: "He is a good man and has done a good job. I know he has his heart and soul in the job and his criticisms are sincere." Bryant said, however, he did not believe Felsen was in a position to criticise the statewide activities of the department. Library Adds New Books to Well Stocked Shelves Adding to the pleasure of the reading public and keeping up with the latest volumes, the local library board have added a number of new books, both fictional and non-fictional, to the well-stocked shelves. As far as his office is concerned the job is being well done." The employment director indicated he had considered putting Felsen in charge of the veterans program.
