Invite County Bands to Long Beach Review
Long Beach—Considered among the top ranking musical organizations in the State for their size and class, 20 bands and drum and bugle corps from Orange county have been extended official invitations by Mayor Burton W. Chace to compete in the 9th Annual All Western Band Review to be held in this city on Saturday evening, November 26th. These organizations are: Santa Ana H. S. Band, Santa Ana Jr. College Band, Santa Ana Elks Band, Anaheim Elementary School Band, Anaheim Union H. S. Band, Anaheim Elks Band, Anaheim Elks Drum and Bugle Corps, Brea-Olinda H. S. Band, Valencia H. S. Band from Placentia, Orange Union H. S. Band, Orange Coast College Band, Newport Harbor H. S. Band, Los Alamitos Naval Air Station Band, 13th Infantry Battalion Marine Corps Band, First Marine Aircraft Wing Band, Laguna Beach H. S. Band, Huntington Beach Union H. S. Band, Garden Grove Union H. S. and Elementary School Bands, Fullerton Jr. College Band, and the Fullerton H. S. Band.
First held in 1937, then suspended during the war, and revived again in 1946, the All Western Band Review has become recognized as the largest all-musical parade held annually in the United States. Sacramento, (WNS)—If office managers of the state department of employment have no intention of giving veterans preference in employment, they will either change their minds or leave state service.
This was the flat statement today of Governor Earl Warren in reply to allegations of southern California veterans that the department is not carrying out the purposes of the Congressional Act which gives veteran preference in referrals to jobs.
The Governor declared that he "doubted" office managers in any of the department's offices had expressed such an opinion.
"It was only last May," said Governor Warren, "that the disabled veterans organization gave the state a citation for placing more veterans in employment than any other state in the union.
"We are continually working with veterans organizations thru' advisory councils to improve veteran placements."
"Councils of veterans representatives have been set up in all the populous areas of the state, and in most of the cities for that purpose.
"During the past few weeks, a survey has been made in every department office to see what can be done, in spite of the curtailment of federal funds for administration of the program."
Guest Speaker At St. Michael's
The Rev. Llewellyn Williams, rector of St. Phillips Church, St. Paul, Minnesota, will be a guest at all three services of St. Michael’s Episcopal Church this coming Sunday, October 9th. At 8:00 a.m. he will celebrate the Holy Communion; at 9:30 a.m. he will assist at Church School; and at 11:00 a.m. he will preach on the topic, “Lost Opportunities.”
Mr. Williams is a graduate of Seabury-Western Theological School at Evanston, Illinois where he received the Bachelor of Divinity degree. In the diocese where he is conducting his ministry he is a member of the diocesan executive council and clerical advisor of the young people of the deanery of St. Paul. He is also secretary-treasurer of the St. Paul clericus group. He was a delgate to the recent conference of Episcopal Church workers in Los Angeles and he has been visiting the General Convention of the United States.
Urge Caution While Driving After Dark
Sacramento,—“Death in the dark occurs too frequently on our streets and highways,” said Clifford E. Peterson, highway patrol commissioner, as he stressed the need for extra caution by all persons, both drivers and pedestrians, during the coming months when the hours of darkness are longer.
“As drivers,” Peterson continued, “We seem to forget that darkness brings with it new dangers, dangers generally not found in daytime driving.”
“Statistics reveal that night accidents are responsible for almost two thirds of all traffic fatalities in urban areas while more than half of all fatal accidents in rural areas take place at night.”
The commissioner gave the following suggestions for safer driving at night:
Slowdown at sundown, be sure you can stop in time.
Be doubly alert, especially for pedestrians.
Use your headlights properly, use the low beam when meeting other cars.
Start a little earlier so you can drive slower.
Be courteous and willing to cooperate for safety.

Woman's Auxiliary of County Medical Association Meet
The Woman's Auxiliary of the Orange County Medical Association held its first meeting of the day at the lovely home of Mrs. Jo K. Tedstrom, 2201 Heliotrope Drive, Santa Ana, on Tuesday, October 4th. New members are traditionally feted at this first meet.
Mrs. Thomas B. Rhone of Orange, president of the Auxiliary, conducted a short business meeting following the meeting. Mrs. Les Edwards of Santa Ana, proton chairman, introduced Mrs. Kenneth Aiken and Miss Ruth Strong, members of "The Great Opera Four" who delighted guests with a short musical program of light opera gems.
Mrs. Milo K. Tedstrom and Thomas B. Rhone poured during tea hour.

Rules Against US Sale Of Water to State
Sacramento, (WNS)—The United States cannot sell water to residents of California, simply because it has no water to sell.
Attorney General Fred N. Howser rendered this opinion here today, in ruling on proposed contracts between the Goleta County Water District, the Santa Barbara County Water Agency, and the United States Bureau of Reclamation.
The contracts call for the purchase of water by the Agency from the Bureau, which in return would construct a water conservation project on the Santa Ynez river in Santa Barbara county.
“Any contract,” the opinion said, “is strictly a contract for the use of the federal works to deliver the conserved water, and for repayment of the cost of construction, operation and maintenance.”
The opinion cast doubt on the validity of the standard bureau of reclamation contract (9-E) which the federal government requires from all water users for whom it constructs a reclamation project.
Howser said that previously, all federal contracts called for repayment in 40 years by the users, but that under the 9-E clause, users have no assurance that the water will not be taken away from them and transferred to another area.
“It appears that under 9-E,” he stated, “that the United States is authorized to carry on the business of selling water as a public utility forever, with no permanent water right attached to the land, with contracts limited to 40 years.”
Roosevelt Feted at Sunkist Ranch
James Roosevelt was entertained the Sunkist Ranch of Mr. and Mrs. Sydney Pellew prior to his access to Orange county Democra at the Anaheim Elks Club evening.
Valencia orange juice and hors-suvres were served at the reception attended by the county'sing Democrats.
The hundred-fifty people gathered at the Elks club for the din-meeting at which Roosevelt the guest speaker. James Baker was master of ceremonies; speaker was introduced by Pellew.
Stephen A. Roberts Dies This Morning
