The Governor said he soon would have a formal statement sponsoring the bond issue to be voted on in November for the benefit of impoverished school districts, but he intends to make no comment on any other matters to be presented to the people, including repeal of Proposition No. 4; spoke before the Commonwealth club in San Francisco; again refused to be drawn into a discussion of the political situation and particularly into comment on statements of Lieutenant-Governor Goodwin J. Knight. "We have enormous problems in California," he said, "and I won't be side-tracked from doing a job."
The Departments: Agriculture announced a series of meetings to secure nominations for a new dairy advisory board; crop and livestock reporting said that for the third consecutive year, California's cash from farm income topped two billion dollars; building and loan said housing production in California is continuing at a high level; public health allocated more than $4,000,000 for hospital construction aid to nine general hospitals, one tuberculosis sanitarium, one hospital facility for the chronic sick, and one county health center; the state real estate commissioner said that brokers licenses in California outnumber salesmen by two to one; motor vehicles is preparing for a material restriction in the number of junior drivers licenses after October 1.
Miscellaneous: On October 1 colored oleomargarine will go on sale in California grocery stores in accordance with a new law adopted by the 1949 legislature; attorney general Fred Howser ruled that patients sent to state hospitals can't collect the new disability hospital insurance, unless they are voluntary patients.
County Tax Rate Drops
Orange county is one of forty-five in California which shows a decrease in county tax rate for general purposes adopted for 1949-50, California Taxpeyers association reported today. Drop in county general purposes rate inside municipalities is 10 cents when 1949-50 is compared with 1948-49.
Five counties in the state showed no change and eight showed an increase in tax rate for general county purposes for 1949-50 compared with 1948-49.
The county-wide rate for 1949-50 for general purposes is $0.90, compared with a rate of $1.00 for 1948-49, in Orange county.

Unemployment Claims on Upswift
Sacramento, (WNS) — Employment insurance payment the week ending September took a decided upturn over previous week, the state department of employment announced today.
In the Santa Ana office, the department received 2,684 claims insurance and paid off 2,000 report said.
The state total for pay was 177,579, according to report, compared with 170,888 the week previous, and for the comparable week ago.
Claims filed, also increased 233,222 seeking insurance week ending September 15 pared to 224,129 for the previous week, and 243,281 for the current week a year ago.

Unemployment Claims on Upswing
Sacramento, (WNS) — Unemployment insurance payments for the week ending September 15 took a decided upturn over the previous week, the state department of employment announced today.
In the Santa Ana office, the department received 2,684 claims for insurance and paid off 2,088, the report said.
The state total for payments was 177,579, according to the report, compared with 170,883 for the week previous, and 148,109 for the comparable week a year ago.
Claims filed, also increased, with 233,222 seeking insurance for the week ending September 15, compared to 224,129 for the previous week, and 243,281 for the comparable week a year ago.
