Attorney General Fred N. Hoy ruled today. In an opinion sought by The Vilas, district attorney of Tuoloca county Howser declared that requirement for publication such notice cannot be circumvented by the act of posting the proceedings on a bulletin board. Vilas had argued that the practice of posting proceedings on courthouse door "would be sufficient" and declared this was being done in various counties of state. He said the question arose from a discussion of the matter district attorneys' conference. Other sources disclosed the ifornia supervisors association discussed the matter of avoiding the publication of proceeding in the newspapers. Howser declared the general practice throughout the state been to publish "a fair statement of the supervisorial proceeding newspapers of general circulation." He said it is well established that courts place great weight on the contemporaneous and factual construction of a statute he did not believe the would approve a departure from the present accepted general practice. State Highway Projects Total $81,486,200 SACRAMENTO, (WNS)—State highway expenditures in California for the 1950-51 fiscal year, will total $61,702,000, plus $20,784,200 for acquisition of rights-of-way, the state highway commission announced as it completed its budget for the next fiscal year. The budget will be submitted to the legislature next March, but state law permits the commission to go ahead with some of the construction before the legislature acts. The funds allocated for construction purposes for the next fiscal year compared to $69,703,-000 the commission is spending during the present fiscal year. Revenues for the 1950-51 fiscal year are $4,200,000 less on a preliminary estimate than they will be for the present year, the commission said. The allocations are divided between northern and southern California in a proportion specified by law. Next year, the south gets $53,169,050 and the north, $42,501,950. Los Angeles county alone will receive $27,800,000 worth of work on its state highway, principally in freeway development, while San Francisco will receive $7,088,400 and Alameda county $9,780,600. The commission allocated funds to 53 of the state's 58 counties. Senate Bill 1820 by Senator Clinton Anderson, New Mexico, former Secretary of Agriculture, would place all of the nation's forest lands—whether publicly or privately owned—under federal management, with the Secretary of Agriculture establishing regulations governing all management and cutting practices. Frank L. Freeman Death Last Week Funeral services were held Saturday at ten o'clock at Backs, Campbell and Kaulbars chapel for Frank L. Freeman of 622 North Lemon street, Anaheim, who passed away at his home on Wednesday, September 14, 1949, at the age of 71 years. A native of White Water, Wisconsin, Mr. Freeman has been a resident of Anaheim since 1919. Surviving is his wife, Gertrude J. Freeman of the home address; two daughters, Mrs. Walter Eliott of Santa Ana and Mrs. H. E. Ward of Bakersfield and one grandchild. Mr. Freeman was a member of the Masonic Lodge in Burr Oak, Michigan. Entombment was in Melrose Abbey Mausoleum with the Rev. Dr. R. A. Young of the Spurgeon Memorial Methodist church officiating. Fred C. Woodbury Passes Suddenly Death came suddenly on Thursday, September 15, 1949, to Fred C. Woodbury who passed away at the age of 65 at his home at 627 South Emily street, Anaheim. Fred C. Mr. Woodbury has been a resident of Anaheim for the past 22 years coming here in 1927 from his native Iowa. He is a member of the Anaheim Christian church, the Isaac Walton League and the Carpenters union. He has been a foreman at the M.C.P. plant for the past 17 years. Services were held Saturday at Backs, Campbell and Kaulbars chapel with the Rev. A. J. Casebeer of the Christian church officiating. Interment was in Loma Vista Memorial Park Cemetery. He is survived by his wife, Amy E., two sons, Clarence F. Freeman of Anaheim and Clayton H. Freeman of Monterey, California, and three sisters, all of Iowa. Non-Woven Fabrics Join Cotton Family A new branch has sprouted on King Cotton's family tree. Cotton fabrics that do not go through the usual spinning and weaving process are new members of the cotton family. The non-woven cottons are bound together by a resin treatment instead of undergoing the normal spinning and weaving operation, the National Cotton Council said recently in a report on non-woven fabrics. These fabrics will not compete with superior quality woven cotton products, the Council pointed out. They will vie for markets where long-lasting qualities are not required. They will be inexpensive enough to be disposed of after one or, in some cases, several uses. Already diapers, napkins, and towels of the non-woven cotton are proving popular because they are softer than paper and other disposable materials.
