Ocean-Desert Highway Nears Completion A new motor route, linking the seaside cities of San Diego county with the desert resort cities of Riverside county and known as the Ocean-Desert Highway, will shortly be opened as a full paved highway for motorists. Running from Oceanside at the edge of the Pacific, the new highway strikes nort-eastward thrush great vistas of unspoiled ranch country, climbs up easy grades through rolling foothills, swings around Palomar Mountain, then meets the Palm-to-Pines Highway and drops down to join State Highway 111 at Palm Desert, which leads into Palm Springs and Indio. The last 13 miles of this new highway are now being paved near Anza. Motorists already are using a detour around this last link to make the trip from the ocean to desert playgrounds. Via the new route it is only 97 miles from Oceanside to Palm Desert, a trip that requires only 2½ hours, whereas formerly travel between these two points necessitated a ride that consumed from 4 to 4¼ hours via Camp Haan, Riverside, Beaumont and Banning. This new Ocean-Desert Highway has vast economic importance not only to motorists of these ocean and desert areas, but will afford a new world of scenic beauty for tourists, and give ranchers of San Diego and Imperial counties a shorter route for getting their products to the Los Angeles market. Residents of ocean front and desert cities are boosting this new key road link through the Ocean-Desert Highway association. President is Olliver M. Morris, owner of the swank Mira Mar restaurant at Oceanside and noted rancher, while Secretary-Treasurer is Miss Edith Eddy Ward, prominent desert business woman and social leader from Palm Desert. Formal dedication of the road will take place this fall, when a huge caravan of cars, headed by the 70 members of the Hudson Dealers Association of Southern California, will make the first official trip over this new Ocean-Desert Highway, holding ceremonies at the edge of the Pacific and in the desert resort cities. Anaheim merchants invite you Vets Still Eligible For NSL Insurance Most World War II veterans took out National Service Life Insurance during the war, but even those who failed to do so may still be able to take advantage of this important protection for their dependents, according to Ben Liebermann, Orange county service officer. However, any of these never-in-sured veterans who have services connected disabilities must promptly if they wish to obtain NSLI. They have a deadline coming up. Veterans who want to be issued NSLI are required to pass an insurance physical examination. In many cases, the veteran may have an illness or injury connected with his wartime service which would make it difficult to pass this examination. However, that service connected illness or injury will not necessarily disqualify him or medical grounds, provided that it is less than totally disabling. If he applies before January 1, 1950 and if he is otherwise insurable. Should these veterans delay applying for NSLI until after that date, they may not be able to qualify and their dependents may be deprived of thousands of dollars in income in event of the breadwinner's death. WATERS Western News Service Sacramento (WNS)—High salaried lobbyists for the big private interests of California notwithstanding, the real lobbying power in Sacramento is contained chiefly among those some one hundred odd persons who are paid with public funds. High on this list are Richard Graves and Frederic Alexander. While Graves, who represents the California League of Cities, is personally popular and exceptionally shrewd in his dealings, Alexander, employed by the county supervisors association of California, falls short on the personal popularity, but both wield tremendous influence in the legislature. Also employed by these groups are Richard Carpenter, Howard Gardner, Lewis Keller and William R. MacDougall. These groups are often strengthened even more by the aid of the lobbyists employed by the larger cities and counties of the state. Among these are Curtis A. Smith, George W. Wakefield, Earl O. Lippold, Harold W. Kennedy and Leonard J. Roach, all of Los Angeles county; Lewis E. Arnold and William H. Neal, Los Angeles city; Donald W. Cleary and Bernard J. Ward, city and county of San Francisco; James A. Neal, Oceanside; J. Kerwin Rooney, Oakland; W. E. Robbins, Alameda county; and Joel E. Ogle, Orange county. So powerful is this combination of representatives for local governments that they succeeded in making a $90 million grab from the state over the objections and veto of governor Earl Warren. This was the so-called "Christmas tree fund" whereby the state legislature, overwhelmed by the huge revenue surpluses of the state, went on a spending spree and tossed the excessive tax monies to the 58 counties. Subsequently the taxpayers are being asked to ante up new taxes to meet the state's own needs but at the same time these groups still go on taping the state treasury for local government expenses. Other powerful groups sent to Sacramento by local governments to lobby at the expense of the taxpayer include: James Adams of the Golden Gate Bridge and Highway district; Irving G. Breyer and Dr. Herbet C. Clish. This often results in the breakdown of laws intended to safeguard equally all the people in California. An example of just such legislation is the attempt of Dr.Herbert C.Clish of San Francisco to secure legislation which would have partially by-passed the rigid specifications and inspections of the State Division of Architecture in the matter of public school construction. The bill was jammed through the assembly but the senate education committee headed by Senator Chris N.Jespersen of San Luis Obispo caught up with it They pointed out the law which Dr.Clish sought exemption from was passed as a direct result of the Los Angeles earthquake which forcefully demonstrated the need for a state checking of school house construction.(Many of the Long Beach and Compton schools were completely destroyed by the earthquake.)
