Optimists Hear Need of Civic Responsibility
Dr. Kenneth B. Wallace, of Berkeley, speaking last Thursday night at the Anaheim Optimist Club dinner meeting stressed the importance of civic responsibility of service groups in the present unsettled world conditions. He stated that the world has taken a moral tailspin and that this has covered a wide field from treaty violations by nations to juvenile delinquency. "Only by thinking anew of our obligations and duties can we face these changing world conditions," he concluded.
The business portion of the meeting was devoted to last minute-reports on the success of the current drive for funds for a Boys' Recreational Club House with Al Garey, co-chairman of the committee, describing the co-operation of the local talent groups and businessmen, and their help which has made it possible to present an excellent program for next Thursday night. J. W. Stephens reporting on the program gave a list of the talent which will appear on the program. Louis Larson, in his report, stated that all available space in the program book had been subscribed and that no further space was available.
Inducted into the club by Rev. Phil Selfridge, club chaplain, were Harwood Larson and Jerry Fleming. Rev. Selfridge, in his induction address, pointed out the necessity of building good citizens

"Building boys is easier, and far less costly, than mending men," stated Selfridge as he extended the welcome of the club to these new members.
Visitors included H. L. Deutsch of the Vista Optimist club, C. S. Holcomb, A. M. Bell, R. B. Myers, and John Lauritzen of the Whittier Optimist club and Paul W. Clark.
Deutsch told the group of the Optimist Boys' Camp at Vista, open to all youth groups. This park covers 26 acres and is improved with a central building, barbecue pits and other facilities built by the club with the help of local business men.
The meeting was under the direction of Walter Gooden, who was presented with an early American timepieces by Al Rigby. Program chairman of the evening was Doye Ford and door prize was donated by Dr. C. O. Patterson.
Due to the Talent Night program at La Palma Park, this evening's meeting will not include a dinner meeting, it was announced.
GI Insurance Dividend Forms Available Monday
Veterans will receive their National Service Life Insurance dividends in cash only, with sixteen million applications expected to be filed starting Monday, August 29 when application blanks are available, L. C. Chapman, manager of the Los Angeles Regional Office of the Veterans Administration, said today.
"Unpaid dividends cannot be applied on payment of NSLI premiums," Chapman said, "nor can they be allowed to accumulate at interest. However, a veteran may endorse his dividend check payable to the Treasurer of the United States and forward it in payment of premiums, provided his policy is in force." The VA warns that alleged application blanks may be offered before the legal issuance date of August 29. Only official forms made by the Government Printing Office will be accepted by the VA, and these forms will be distributed without charge at all VA offices, post offices, and veterans' service organizations.
Application forms carry complete instructions. If the veteran does not know his policy number, this space should be left blank, but all other information must be given as indicated. The VA Central Office will insert the policy number from its master index.
Persons entitled to dividends by reason of a deceased veteran's insurance need not file an application at this time. The VA will communicate directly with such persons.
LICENSE TO WED
An application for a license to be wed was made out Tuesday to Albert S. Baylor, Jr., of Costa Mesa, and Bernice C. Nelson of 115 West Alberta street; Anaheim.

Roy W. Geheres of 703 East Bay avenue, Balboa, and Lucille F. Bouchey of 906 North Lemon street, Anaheim, made application for a marriage license on August 23, 1949.
