Revisions to Auto Responsibility Law Allow Motorists More Time to Comply (Editor's Note: This is the second in a series of articles concerning the revised Financial Responsibility Law.) Sacramento, Calif., Aug. 18.—More time has been granted to motorists in reporting and meeting security requirements under terms of the revised Financial Responsibility bill now in effect. As amended at the 1949 session of the Legislature, drivers will have 15 instead of 10 days from the date of a reportable accident to file their reports with the Department of Motor Vehicles in Sacramento. This will provide them more time in which to obtain complete information on the accident, including supplementary reports and estimates of injury or damage. In addition, the suspension of a driver's license for failure to report was made permissive instead of mandatory. Further assistance was given to the motoring public in meeting terms and conditions of the law by providing that the Department of Motor Vehicles shall take action on a case within 76 days instead of 60 days as provided in the original law. The driver now has 50 days from the date of an accident to establish his exemptions from security before issuance of a security deposit order. Minors Cleared The revised bill also corrects situations involving minors which had become intolerable under the old law. One enables the Department, for the purposes of the Financial Responsibility Act only, to accept releases on behalf of minors without court approval. Because the regular court approval procedure was required in the past, court dockets have become overcrowded with a large number of petitions submitted for no other purpose than to clear the suspension of a driver's license because a minor was involved in an accident and was willing to grant a release. Furthermore, a driver no longer will be required to furnish security on behalf of his minor child or spouse. Nor will it be necessary for the Department to require a security deposit on behalf of a person who has not submitted evidence of the extent of his injury or damage. However, in any case where supplementary information is submitted, the Department may reconsider its action in a Financial Responsibility case.
