Waters Discusses Value of Legislative Interim Committees; Reports 67 Exist

Sacramento (WNS)—The announcement last week of memberships on a total of 67 legislative interim committees again raises the question of the value of the interim committee procedure.
There has been an increasing tendency on the part of the legislature to refer all the tough problems to interim groups for study. The result has been a growing list of interim committees created by both houses of the legislature accompanied by equally advancing expenditures for this purpose.
Nothing Overlooked
Current committees are designated to study everything from aviation to veterans affairs and even such things as cemeteries have not been overlooked.
While the legislators are apparently eager to explore the various problems of the state they have not overlooked their own problems and assemblyman Thomas A. Doyle of Los Angeles is heading a committee to organize a California legislators' association, the purpose of which is at present somewhat vague.
In the past much criticism has been directed against the interim committee process. This has been due largely to abuses of both the powers of a legislative committee and what appears to have been unreasonable spending of state money for "junkets."

Abuse of Red-Baiters
The un-American activities committees under Senator Jack B. Tenney undoubtedly created the most resentment by reason of its frequent abuse of broad legislative powers and legislative privileges. Citizens were hauled before the committee and publicly accused of un-Americanism without due process and with no opportunity for legal remedies for such smearing as went on.
Other legislators have so planned their committee meetings as to coincide with football games, fishing trips, and other such activities which raised much doubt as to the legislative necessity of their respective meetings.
Individual legislators have accepted sufficient memberships on interim committees as to preclude their time from any private business. In some cases the amount claimed for reimbursement and per diem allowance has totalled a tidy sum and been the target
These criticisms notwithstanding there is a good deal of sentiment in favor of the interim committees, for a number of sound reasons.
It is pointed out that with California's rapidly growing population and the ensuing problems, the legislature cannot possibly act intelligently on the many matters which come before it without considerable study. The heavy press of duties during the session preclude the careful consideration of many of the important problems of state during the session. If these matters are to be acted upon it is only natural that the members would desire full information beforehand. The interim committee procedure has been the answer.

ORNAMENTAL STRAWBERRY
Among the numerous plants used in California as ground covers the ornamental, or Beach Strawberry, is one of the best, but it cannot be expected to thrive under all conditions, according to the Orange County Association of Nurserymen. When planted inland it does best in partial shade but near the coast it can be used in full sun. It is not particular as to soils, but when planted in sand regular feedings of plant food are necessary. In heavy clay soils the leaves may turn yellow after long wet seasons, therefore care must be taken when grading to avoid any poorly drained spots. A cushion of sandy loam is a decided advantage under such conditions. Little water is needed except to establish the plants and thereafter a light application every week is sufficient. The ground should be worked and watered several weeks before planting in order to eliminate the weeds. Areas heavily infested with bermuda grass should not be used for it will choke out the strawberries. After two or three seasons a planting will require renovation to remove old growth and excess runners. This should be followed by an application of steer manure. Plant obtainable from your nursery in flats throughout the year.
