(WASHINGTON AS SEEN
By Congressman JOHN PHILLIPS
Expediency, says Mr. Webster, is a suitable means to an end, something devised in an emergency. This weekly letter has frequently expressed the idea that is better to stick to principles. We can all agree, however, expediency is pointless if it is getting no results. Its only defense is the questionable one that the end may justify the means.
What do I mean by all that? Just this: if we roll up a debt of $252 billions (the present balance) which means $1764 for every man, woman and child in the nation, or about $7,000 a family, and more for the families in the 22nd District; and if we send almost $100 billions (gift or loan, if you see any distinction) abroad; and if we build up our taxes to 24% for federal taxes, and about 33% for total taxes; and if we send our sons to war; and if we join an Atlantic Pact, then by all that is holy, we ought to know what we are doing it for. Expediency? Friendship? Peace? War? What?
I rise to remark that this is a question the people must eventually decide. The votes will be here, but the decisions will be in the Salvation Army Makes Appeal for Used Furniture

Present crisis in the United States.
Have we made friends in Europe? We have a great responsibility for the loss of the Orient to Russia. We have tried to buy friendship. Our foreign policy has been one of expediency. Suppose we had sent a few extension service workers, some practical farmers, some modern farm equipment, suitable for the areas in which it would be used instead of all that money. Suppose, instead of building roads in big cities, we taught the people of the Orient how to improve their rural living standards. Not much money; just interest, and help.
If socialistic ideas, and central power, and dictatorship, are so good, why not have them here? If they are not good, why support them abroad? If these ideas are bankrupting England, why pick up the checks? If lend-lease took us into World War II, is World War III coming up with the Atlantic pact?
If expediency is the reason, then shouldn't we have something to show for it, after so long, except a $252 billions debt, and a 33% tax rate?

Salvation Army Makes Appeal for Used Furniture
An urgent appeal for all kinds of discarded furniture is being made this week by the Salvation Army Social Service Center serving this area through the newly installed manager- Brigadier Fred Burn. He is asking the public to operate in this emergency by lending no-longer-needed furniture items to the center.
Call Anaheim 4631
Red Shield trucks will call at times or offices, Brigadier Ohrn did, to pick up discarded articles telephoning Anaheim 4631.
Due to a sudden drop in the amount of used furniture being received at the center, the supply for refurbishing is virtuallypleted. In order to maintain the program of providing employment for needy persons, the center manager said there must of necessity be an increase in the discarded furniture supply.
Project
The Salvation Army Social Service Center is maintained as a rehabilitation project to aid needy and handicapped persons. A sustained program is entirely dependent upon an adequate inflow of salvage materials. During the past twelve months 3182 men were given an opportunity to work their way back to stability and a new start in life. Cast-off artisans donated by the public to the center are refinished in the center's workshops, furnishing employment for those unable to obtain it elsewhere. The refinished articles are sold at a fraction of their original cost in Salvation Army Thrift stores, providing the Indianapolis Times, he later did publicity, work for Balaban and Katz, a mid-western motion picture chain.

WHERE THE SPIRIT OF SERVICE BEGINS
One Coast-wide school system is for telephone people only—and better service for the West is the result
1. As this young lady learns to use a training switchboard, she'll also learn many things that will be mighty important to good service. All through her training she'll see how operators make courtesy and helpfulness a normal part of their jobs. And the same spirit is present as other telephone people learn their new skills.

All through her training she'll see how operators make courtesy and helpfulness a normal part of their jobs. And the same spirit is present as other telephone people learn their new skills.
2. On stubby poles like these, linemen learn to use their new climbing equipment. This is just one of the more than one hundred courses that telephone people study in towns large and small—up and down the Coast. In 1948, thousands of employees received training. That means thousands of men and women better able to furnish good service to you.
3. On-the-job-training here in the West is typified by this "student" who is learning the workings of a trouble indicator frame—an automatic detective that constantly makes sure the lines on its "beat" are giving good service. Even experienced employees take refresher courses like this to keep up-to-date...and keep learning their way up the ladder.
4. Good service for you comes from telephone people who know their jobs. You can help them serve you best by making sure you always have the right number in mind before calling, leaving a little time between calls, giving the called person time to answer.
