Transportation Comm. Makes Annual Report; Urges Progressive Program
"The facilities of transportation serving Anaheim must be kept abreast of rapidly changing conditions if Anaheim is to grow and prosper. All means of communication, the movement of people and materials of commerce over highways, rails and airways in private or public conveyances must be maintained on the highest level of efficiency and convenience, said Leavitt Ford, chairman of the Transportation committee of the Anaheim Chamber of Commerce, in his annual report to the Board of Directors.
Commuter Service
"The committee is working in collaboration with cities located on the Santa Fe railroad from San Clemente to Fullerton to obtain rapid transit for commuters who work in Los Angeles as an inducement to those who live or want to live in Orange county cities.
"The Airways committee pointed out the need for a commercial airport in north Orange county and the necessity of obtaining a location before land subdivisions prevent such a development. Because of the financial outlay required, the committee recommends that it should become a project of county sponsorship with federal aid to support it.
Santa Ana Freeway
"The Roadways committee pointed out the services rendered the public by the sponsorship of the program at the annual membership meeting on the subject of 'Progress on the Santa Ana Freeway,' with Mr. S. V. Cortelyou, assistant state highway engineer, and Mr. P. O. Harding, district engineer as speakers, with an attendance from communities throughout the county. The purpose of this meeting was to enlighten the public, particularly property owners, business firms and real estate and danger of heavy traffic. It recommends heavy structural improvement and widening of this main strategically located east and west highway with the immediate building of a grade separation structure to replace the Santa Fe railroad death trap crossing at the east end of Orangethorpe, with new four lane bridge across the Santa Ana river to enable motorists to reach the Santa Ana Canyon road with safety and convenience.
Fullerton Hills Roads
"The report re-emphasized the wisdom of obtaining rights-of-way across the Fullerton Hills at an early date for two new roads to the northern part of the county to relieve bottleneck of traffic on 101 Highway between Fullerton and Anaheim. The report points out the need for a direct road to Brea Canyon, using Placentia in Anaheim and Cypress in Fullerton with a continuation of Cypress over the Fullerton Hills and across the county to Brea.
"The second new road would cross the Fullerton Hills as a continuation of either Euclid or Brookhurst to connect with Highway 39, Imperial Highway and 101 Highway in the vicinity of La Habra.
Helicopter Service
"During the year the attention of the committee was focused on helicopter airmail service as a vital component of our operations."
Vet Students Advised to Get Papers in Order
Veterans who are thinking about returning to school next fall under either the GI Bill of Rights or State educational assistance programs would do well to take prompt action to get their papers in order, in the opinion of B. Lieberman, County Service Office.
If you're merely continuing your course at the same school you attended last semester, your problems are probably already taken care of; but if you're transferring or just starting or resuming school or are at or near the end of your Federal entitlement and want to shift over to State aid, there's no paper work to be done.
Virtually all of this preliminary documentation, such as certificates of eligibility, can be handled smoothly during the summer months. Waiting until registration time in the fall means getting caught in a rush and possible day in subsistence checks, B. Lieberman warned.
He reported that interest in State educational assistance program is growing as more veterans approach the end of their tenure under the GI Bill. The State provides payment for tuition books and supplies, and a living allowance of $40 a month, up to a maximum expenditure of $1,500 for any one veteran. To be eligible, a veteran must have been born in or entered service from California, must have been discharged under honorable conditions, and must have had at least 90 days' service prior to January 1, 1972.

"The Roadways committee pointed out the services rendered by the sponsorship of the program at the annual membership meeting on the subject of 'Progress on the Santa Ana Freeway,' with Mr. S. V. Cortelyou, assistant state highway engineer, and Mr. P. O. Harding, district engineer as speakers, with an attendance from communities throughout the county. The purpose of this meeting was to enlighten the public, particularly property owners, business firms and real estate operators concerning the present construction plans of the Highway Department, since this revolutionary type of road will have a decided effect upon the future development of the entire area through which it passes.
"We learned that the Freeway would be constructed in Orange county in accordance with original plans, that all contracts with cities and the county has been signed and that a 4-lane road would be constructed immediately with center lane dividers at the intersecting streets. The engineers stated that all road and street separation structures and a six-lane freeway would be constructed as traffic justified the huge expenditure of money.
Progress Week
"Then again during Civic Progress Week Mr. Carl Bush of Los Angeles, father of the Freeway system, was guest speaker on the subject. 'Impact of Expressways (Freeways) on Southland Communities.'"
"The committee is concerned with the diversion of heavy truck traffic to Orangethorpe to relieve Anaheim city streets of the stress with a continuation of Cypress over the Fullerton Hills and across the county to Brea.
"The second new road would cross the Fullerton Hills as a continuation of either Euclid or Brookhurst to connect with Highway 39, Imperial Highway and 101 Highway in the vicinity of La Habra.
Helicopter Service
"During the year the attention of the committee was focused on helicopter airmail service as a vital adjunct to commercial and industrial users of mail and as an inducement to the establishment of permanent air service. It was found necessary to relocate the helicopter field from La Palma Park for safety purposes on two occasions. It was finally located at La Palma and Citron on the property of the Fullerton Water Works in Anaheim. Respectfully submitted, (Signed) Leavitt Ford, general chairman, Transportation Committee, Anaheim Chamber of Commerce."

At Students Revised to Get Papers in Order
Transcript who are thinking about going to school next fall under the GI Bill of Rights or educational assistance program would do well to take action to get their papers over, in the opinion of Beniman, County Service Office.
You're merely continuing a last semester, your probation probably already taken but if you're transferring, starting or resuming school, at or near the end of your entitlement and want to ever to State aid, there's a pawk to be done.
Qually all of this preliminary orientation, such as certificates eligibility, can be handled only during the summer. Waiting until registration in the fall means getting it in a rush and possible denial of subsistence checks, Mr. Beniman warned.

Congressmen Denounce Ariz., Water 'Grab'
All twenty-three of California's Congressmen have reaffirmed their determination to vigorously protect the Colorado River water supply serving California's homes, industries and farms, it was announced this week from Washington, D.C.
Rep. Harry R. Sheppard (D) of Yucalpa, chairman of the state's Congressional delegation, said that a resolution denouncing the Arizona attempt to "grab" water that legally belongs to California had been unanimously adopted.
Plump for Court Ruling
At the same time, the entire delegation plumped for early action on the Supreme Court settlement plan provided for in legislation now pending in Congress.
Southern California water authorities hailed the delegation action as an important demonstration of the "united stand that is being taken by California's representatives to guard the Colorado River water supply that is urgently needed for continued growth and prosperity here."
The resolution stated that Arizona has rejected all offers by California to "negotiate, arbitrate or litigate" the title to the water in dispute.
Belongs to California
It charged also that the $738,-000,000 Central Arizona Project sponsored by Arizona will require the use of water that legally belongs to the people of California.
Joining with Chairman Sheppard in the strong show of a statewide united front in the battle to protect the state's share of Colorado River water were Carl Hinshaw, Chet Holifield Donald Jackson, Leroy Johns Cecil R. King, Gordon McDough, Clinton D. McKinnon, G Miller, Richard Nixon, John Phillips, Norris Poelson, Hub B. Scudder, Richard J. Welch Thomas H. Werdel and Cecilia White.
